Accosting Senator Ordan

A man waited conspicuously amid the bustling of Senators, staff, and lobbyists in the Senate building, not far from the Anaxes delegation's booth. Well, a "man" in the sense that he was, mostly, a man. Archa Sabis had once been—and still was, for that matter—an ambitious man of extraordinary technological genius, who had applied that genius to the development of shield technologies. He had founded Sabis Technologies, Ltd. and made a considerable fortune selling to the Republic during the Clone Wars.

His star (and his fortune) had continued to rise along with the Empire until, suddenly, somehow, he was stricken with Knowt's disease. He lived through it only by having his compromised limbs and tissue replaced with cybernetic components. This, of course, had made him a social pariah. He retired from Sabis Technologies—although he maintained an advisory role—and, since then, had been something of a recluse on his personal skyhook over Imperial Center. The rumors were that his once limber mind had become resentful, if no less calculating. Some people said that he was insane, and planning some grand retribution during his self-imposed exile.

Whether or not any of this was true, it was certainly true that Sabis rarely ventured into the city, and even more rarely to the Senate. But ostensibly he had been sent here today by Sabis Technologies to propose a business arrangement with Senator Ordan, who was also the CEO of Azure Durasteel. When the Senate session came to an end and the Senator was seen leaving his booth, Sabis—grotesquely conspicuous with metal plating over a part of his face and a glowing, cybernetic eye—approached him and his staff. Aside from his cybernetic visage, nothing else was amiss about Sabis; he was built well, perhaps, but was of average height, and he wore a simple, well tailored business suit in the contemporary Core fashion. "Pardon me, Senator," he said to Ordan, "I tried to schedule a meeting with you this morning but your receptionist suggested I find you here. My name is Archa Sabis, and I am here representing Sabis Technologies with a business proposition for you, if you have the time."

As Ordan saw the abomination his hand tightened upon the firm durasteel boss of his cane and prepared to draw it up to strike the man stoutly on the head with its shaft. But he thought better of it, it was not becoming of a gentleman to strike a creature with women present, and in this location there were many. Equally, the presence of the media was never appreciated, and he did not really hope to see his picture on the holonews for another cycle.

Thus it was that the illustrious Senator Ordan decided to be magnanimous and address the abomination as an equal, considering that it was a possibility that if he had a reasonable tailor he might be a reasonable being.

"Charmed I am sure. Perhaps you will escort me to my offices." he gestured with his cane, keen to get out of the area with multiple lobbyists. "Sabis Technologies, what is that trading at these days?" he said by way of conversation, not being familiar with it in detail.

"81.56," Sabis told him, a moment before his 'good' eye took on a sudden, distant quality. "No," he said, "81.57 as of this moment." He recited the latest figure so readily at his command that only a cybernetically-enhanced mind could permit it be so. The Senator might've found this speed and precision discomfiting, but Sabis found this entire building, no, this entire planet discomfiting. He had become so accustomed to the solitude of his skyhook that he had almost forgotten the stares of morbid curiosity or contempt that followed him about in public. He also spent more of his time now dealing with data than with people, and conversation, for him, had become something of a lost art. Still, he managed enough conversation with Ordan—about Sabis Technologies, mostly, and also Azure Durasteel and the increased demand for its product, replete with the relevant facts and figures—to last until they reached the Senator's office. Sabis had talked enough, in fact, that Ordan needed only to have nodded along and, thus, was spared having to glance in Sabis's direction; a feat that, Sabis had noticed, the Senator had done a moment ago only by some force of will. But of course, he expected no better from Hubert Ordan. He knew the man's contempt for him, and the feeling was decidedly mutual.

Once inside the office, he would take a seat if one was offered, although he didn't expect one to be. If not, he would gladly remain on his feet when the time came to present his proposal. "Sabis Technologies is developing what is theoretically referred to as a conducive hull," he explained, "I will not burden you with the details of this but to say that it is intended to conduct the energy of, for example, a deflector shield in a manner that would imbue it with similar properties to that shield, with less expense of energy than a traditional shield and, thus, less demand on a spacecraft's power generator. We are in need of durasteel that is refined with a lighter composition than is typical of a spacecraft's hull and would also, of course, be cheaper for you to produce. Despite this, Sabis Technologies would still be willing to pay the market price for typical durasteel. A considerable profit for you," he added, "as I'm sure you will agree without me reciting for you the figures to support this, although I can."

As he had entered the office and as he spoke, Sabis made a point of glancing about the office and scanning it with his cybernetic eye for security countermeasures that may be disguised within. It wouldn't surprise Sabis if Ordan, as endearing as he was, had many, many enemies. Under the circumstances, it wouldn't have been unusual for the Senator to install such countermeasures even here to ensure his safety. Not that it was necessary in this case, of course; he hadn't come here to kill Ordan, even if he did have some lingering, human desire to do so.

Ordan shifted uncomfortably, the mans extensive cybernetics had him out of his comfort zone to be sure. As he stepped into the room his scanners might notice a good few lethal devices which were arrayed in various niches and floor tiles, including forcefield traps around each chair and one across the line of the middle of his desk. Equally scans would reveal a number of countermeasures to recording communications and sensor jammers, however, these were for some reason not active.

Overtly of course there was a small camera in the corner and a few microphones fitted to the room, the idea being that all conversations would be recorded unless Ordan felt they should not be, and so he would be able to have accusations levelled him.

"I am glad to hear you are not attempting to blackmail me. I have a pond full of people who have tried such." he said jovially. "Do take a seat" he said gesturing to a leather chair sitting with a companion in front of his green leather desk, as he moved around and took his seat comfortably. An observant observer might also notice that the back of Ordans own seat, which faced the large window, was discretely but ultimately effectively reinforced with a thick armour grade durasteel panel behind its leather back.

"Well, while I am the owner of Azure Durasteel, I am not dreadfully familiar with metallurgy. That said I have dabbled at times, and it does not seem implausible that Azure Durasteel could provide you with any product you might require... That said I am perhaps not the best person to contact with corporate enquiries.. these days I am simply a non-executive director and have little involvement with the day to day running of the corporation." Ordan hesistated for the moment, remembering who this chap was, and who he had been before his disease, feeling almost a shred of pity for a second with the creature, considering his euthanasia via one of the devices momentarily before thinking better of it.

"That said, I am sure I would be happy to endorse such an agreement, as a Majority shareholder.. Were there any other.. matters.. on your mind?"

"As a matter of fact, yes," Sabis said, without the pleasant, feigned surprise that one would expect of the phrase in an ordinary conversation. His voice, in fact, took on a decidedly formal tone. Mechanical, even. He crossed one leg over the other as he went on, however, appearing more at ease than he sounded. "I'm sure you're aware that my vote in an election counts as only a fraction of yours," Sabis said, "I'm sure of this because you sponsored the bill that made it so. What I have wondered, Senator, is what in your opinion constitutes a responsible, capable voter?"

Ordan, his hands on the arms of his chair, considered pressing on the stud, within which was hidden the button to call security, but thought better of it. "Well, as a cyborg who is over 50% human, your vote is considered to be a one-half vote in all elections to Imperial Office. In my opinion, a capable voter is a human male landowner, of sound mind, who is able to pass an examination to establish his literacy, numeracy and knowledge of civics."

"The view of others, however, is a good deal more liberal. I assume your question is deposited with a view to be concerned that your vote is worth less than that of another human. Now, I make no judgement in specific cases, but allow me to explain to you. We grant votes to organics, and not to machines. As much as anything else this is for practical reasons: an organic cannot be programmed simply etc. It should be noted that clones also have minimal civic freedoms due to the fact they are creations, even though they are organic. Essentially then we do not grant votes to those who are designed by an outside intelligence, as they are likely to be biased towards their creator.

Now, amalgamations of organic-human matter are rather challenging. Many circuits in advanced artificial intelligences and computers include organic elements, and they are ultimately crafted by an outside intelligence. Having discussed this with members of the Imperial hierarchy, there are many who would simply deny all civic rights to cyborgs, of any degree.

In order to reconcile this, I felt, in my legislation, that it was an equitable middle path to grant limited voting rights to cyborgs who are mostly organic, while removing the chance that we might get some awful legal case of the Imperial Center Traffic Computer vs the Empire.

While you may feel this to be unequitable as an individual, the purpose of the law is to create the greatest happiness for the greatest number, and unfortunately this does mean on occasion that legislation may have an undesirable outcome for some individuals. While I have no doubt that your implants have not effected your mental faculty or judgement, for every cyborg with minimal change from their human selves, there are a dozen savants fitted with a Borg Construct Aj^6 that are little more than slaves in thrall to the whim of their circuits."
