Chommell Sector - Naboo - 1300 Imperial Center Time

The private shuttle that landed at Keren disgorged a number of people, largely attendants of a rather jolly and corpulent man by the name of Oliver Timmons. Handing his identification to the customs agent at the starport, he would be identified as a Coruscant native, owner and sole proprietor of two businesses; Timmons' Wondrous Journeys, a small safari-type organization that catered to rich folks on several different planets, and Timmons' Creature Acquisition Center, which, where possible, organized expeditions to planets with strange and odd creatures with the intent to capture and study or, of course, acquire specimens for the aforementioned rich folks. His purpose here on Naboo, so he said, was to purchase a home, likely in Keren, and open a branch of Timmons' Wondrous Journeys there on Naboo. Being in good standing and with no criminal record, he and his equally spotless retinue, which included a trio of Rodian bodyguards, would be more than capable of setting up, providing the governing officials of Keren had no issue with an offworlder purchasing a home on Naboo.

When it came to the business, any officials would find that he had already located the correct forms and filled them out, only needing an official seal of whatever kind was necessary to form the business, as well as to pay any taxes and such that were likely to occur.

Assuming, of course, that all went well, the purchase of a rather spacious and elegant four-story home would be completed with a minimum of fuss, as well as the rent, lease or purchase of a smaller, single-story building for a marketing office. Here on Keren, the idea behind both Timmons' Wondrous Journeys and Timmons' Creature Acquisition Center would be brought to further fruition. Over the local HoloNet and even throughout the sector and beyond, adds would go out for a number of types and needs: aquatic experts, guides, people willing to sell, rent or build submersibles.

To his neighbors in both business and home, Timmons would always be friendly, there with a funny tale or anecdote or even a word of advice where he could help out. Any who spoke to him would learn that Timmons had been rather nomadic in his younger days, traveling from here to there and studying whatever creature life he could. One of his favorite tales was a narrow escape from an exogorth; a tale that had many enjoying a good laugh with the rather large man.

Timmons, either a man with many brothers or simply a common name, would have no problem with the townhouse. His record was clean and his money was as good on Naboo—especially its profit-minded port city of Keren—as anywhere else. But as for his "Woundrous Journeys" and "Creature Acquisition" businesses, the jolly man would be unpleasantly introduced to the ponderous Naboo bureaucracy as an inquiry into whether his business was in compliance with Naboo's regulations on the protection of wildlife, natural habitats, etc. was begun. In a year, perhaps, the inquiry would be nearing completion, having been delayed, variously, by A.) strident environmentalists who felt that wild animals shouldn't be exploited for profit, B.) competing businessmen and Keren's chamber of commerce, who were suspicious of a foreigner having a monopoly in a niche market, and most of all C.) stuffy "concerned citizens" who felt that Mr. Timmons' businesses (and he personally) weren't "appropriate for the aesthetic of Naboo," referring to an artistic principle as if it were an economic or political one. Naboo's officials, eager to please as many people as possible, naturally pleased none and did so for quite a long time.

Still, Mr. Timmons' "Woundrous Journeys" and "Creature Acquisitions" businesses would probably be approved sooner or later, Keren being one of the more business-friendly cities on Naboo (which said a lot about Naboo—indeed, Governor Mercutio had campaigned on a platform of reducing bureaucracy and helping small businessmen like Timmons, though this was not in evidence here). But it was going to be a long haul for the rotund businessman involving a year's worth of onerous paperwork and fees and during which he himself, his past businesses, etc. would become ammunition in what soon became (and long remained) a clash of ideas and egos that the general public was oblivious to.

His Excellency,
Governor Mercutio of Naboo
Head of the Royal Advisory Council, and Duke of Ferentina

Timmons, it would seem, was a rather common name, not unlike Smith or Williams or, depending on what insect species one hailed from, K'thrkk'kktktk. The townhouse was a good start, for it would, ideally, lend Timmons some credibility within the community. During the course of the year, donations would be made to charities, schools, fundraisers and the like, to show that, despite petty environmentalists, other businessmen and said stuffy citizens, Timmons was indeed a generous man who was not the sort to hold ill will against any man, woman or sentient being.

To the environmentalists, he explained that many people enjoyed seeing wild animals in their natural habitat, and it was hardly exploitation to bring that sight to like-minded people who just couldn't bear to visit zoos, where animals were caged up. For the competing businessmen, he could do little, largely in part because business was competitive, though he hardly expected to corner the market, what with them being established longer; the chamber of commerce, of course, would hopefully come around in time. When it came to 'concerned' and 'stuffy' citizens though, Timmons made every effort possible to win them over through charisma and charm, showing that he was indeed an amicable fellow. He'd point out kindly that business that brought revenue was good for all of Keren, which in turn was good for Naboo, and that there was a large amount of people who would come to see Naboo's beauty. If they enjoyed it so much, they might well buy into the real estate, further raising the economy.

Timmons' past business involved a number of successful, relatively non-intrusive safari jobs on several different worlds; some aquatic, some in barren, desert lands and even one on Tatooine that saw business taking people to see the Sarlacc, from a safe distance of course. None of his charges had ever been harmed, much less come close to any real danger. Timmons himself was by and large, with a pun intended, well-traveled to a number of exotic places, and something of an amateur biologist who enjoyed cataloging and writing papers on numerous animal species.

At the end of the proverbial day, if it took even a full year, Timmons planned to be in for the long haul.

It had been a little over a year now, and Timmons was quite likely to have all the necessary permits at last. While he was likely to still have some detractors, his numerous monetary benefits to charities within the community and his willingness to lend a helping hand tended to build favoritism. It was quite possible that he truly was close to setting up shop.

It had been quite awhile, during which time Mr. Timmons must have situated himself comfortably and contentedly into Naboo's society—an oasis of serenity far removed in both time and place from clandestine murderous schemes—when, at long last, his 'Wondrous Journeys' business was cleared to operate on the planet. Not without conditions however, Naboo's bureaucracy being as self-serving as any other; namely, any submersibles he owned or operated had to be purchased from the Otoh Gunga Bongameken Collective, and his expeditions must not disturb the fauna or the local ecosystem. No interaction with animals, and certainly no capturing of them.

Needless to say, his 'Creature Acquisition' business was canned. For all of Mr. Timmons's undeniable charm, this idea of his caused nothing but revulsion among Naboo's elite class—particularly the ladies—renowned historically for their reverence for the planet's animals, and the Gungans opposed it in equal measure out of fear it'd compete with Otoh Gunga's municipal zoo. But the idea was in philosophical opposition to Naboo's liberal stance on the treatment of animals, which, far from being a 'fad' or a 'fringe' movement, was near and dear to the people of Naboo and essential to the culture of both the Naboo and the Gungans. Timmons would encounter unyielding opposition to his callously-named 'Creature Acquisition' business in every strata of society he petitioned. "Go to Eriadu," said one naysayer, "if they've any animals left. Outside of the Governor's mansion, that is."

This, more than anything else, had been the cause of the delay for 'Creature Acquisitions Timmons,' though it was eventually decided that his (much-regulated) 'Wondrous Journeys' would bring tourism revenue to Naboo. Ergo, nearly a year since he set foot on Naboo, Timmons was back in business.

With the Creature Acquisition aspect of his business shut down, Timmons accepted it with a smile as he did everything else (as well as a large mouthful of food). On the quiet, of course, he'd report to his handler that certain aspects would be unable to be completed. Nonetheless, the Wondrous Journeys portion of his business would allow the mapping of certain aspects of Naboo's oceans to allow other methods of acquisition, namely illegal, by other sources. Of course, Timmons wouldn't and couldn't know about such operations for he was kept out of it for that reason.

As it stood, he agreed to contract from the Otoh Gunga Bongameken Collective for submersibles and he'd stick by the rules set forth to him by the government.

And so Timmons' Wondrous Journeys took off quite nicely, and while there was not a humongous market for travelers, there was enough to pay for the overhead costs and expenses, as well as make a modest profit. While there were sure to be those who wanted to ride along for the exploratory reasons as well and study the sea life, there were also likely to be those willing to come along simply for the ride. Of course, some of those 'tourists' were also Blackfire agents traveling in disguise, largely to map out the portions of the oceans traveled and therefore begin charting for certain creatures.
