Marten Flagg watched over the security holocam as an especially disorderly and likely too-inebriated patron was rather unceremoniously escorted from the Silver Pendant's casino on Chandaar. One of the largest, most well-known and visited casinos on the planet, this particular Silver Pendant was the largest and most luxurious in the entire Cronese Mandate, which, after all, was fitting as it resided on the capital world of the Mandate.

Tonight, during the holiday seasons, the casino was even busier than normal, and it's two-thousand room hotel was full to the brim. Needless to say, Flagg's security personnel had quite the work on their hands. Fortunately, or perhaps unfortunately, the Mandate's issues in the Senate had caused little problem or damage to the gambling industry. Already though, word filtered in of the Mandate's unwillingness to accept Vjunite liquor. That tidbit had filtered to Flagg's ears from a friend who worked in customs.

It seemed to Flagg that the longer the Mandate defied the Senate, showed unreasonable action and in general annoyed their neighbors, the more likely it was that someone would take steps to remove the present government... and that would be bad for Flagg's business.

Colonel Tsai had finally gathered all that was needed to wrap everything up in a nice tight little package. The man that had been feeding information to Flagg, that was considered a "Friend" was in fact a Mandate security agent that was gathering information on the illegal casino chain that had spread across the Mandate. The hotel wasn't full, in fact, many people, except the lowest that had not paid attention to the laws were in the casino. When the morning came the lobby was quickly filled with armed security personnel. The men moving through the lobby to the check in as one of the agents looked to the workers, reaching into his coat as he produced a piece of paper and slid it on the counter, a search warrant, as well as an arrest warrant for a Mr. Flagg for illegal activities.

Across the Cronese Mandate security forces where falling upon the illegal casinos that had been established. Each one producing a search warrant, as well as an arrest warrant for Mr. Flagg in case he wasn't at the casino on Chandaar. A few moments later at the main casino on Chandaar Colonel Tsai stepped into the lobby, bodyguards flanking him as he stood silently, waiting for Mr. Flagg to be brought back as he motioned for the men to move through the nearly empty casino, arresting and questioning those in the hotel and casino, along with the staff.

Due to the fact that no law on Chandaar, or indeed, in the Cronese Mandate was known of or existed that banned casinos, and seeing as the Silver Pendant had existed on Chandaar for several years now, openly and without issue, it seemed odd that the Mandate security would suddenly descend on the Silver Pendant establishments, asking for Flagg. Flagg, a natural-born citizen of Lorrd and a highly decorated battalion commander (infantry) of the Clone Wars, descended from the eightieth floor via a turbolift, fully planning on meeting with the Mandate security forces. With him was a camera team who were broadcasting live to a large portion of the Mandate and indeed, to a large section of the galaxy without. Flagg had been picked earlier that day, cited in an interview for his good works and charitable donations around the Mandate. He gave money to orphanages, hospitals and care homes for the elderly, as well as schools. As such, Colonel Tsai, who came to meet with Flagg, would now find himself, as well as Flagg, being broadcast over a large number of populations and planets.

Spotting the marks on Tsai's uniform, marking him as a man of rank, Flagg strode forward amicably and extended his hand, still on the broadcast. "Welcome to the Silver Pendant Casino and Hotel, Colonel. What can I do for you today?"

The moment that Flagg stepped out of the turbolift he was put into handcuffs, arrested for the establishment of illegal casinos which had not been around for years (due to the fact that no Request for the casinos has been posted, nor approved), they had in fact only been around for a few months, and considering the fact that the raid had happened in the morning before the camera crew was set to come in, there were no camera's to film the arrest, which was very legal. There had been laws against gambling through out the Mandate for the past many years, established and known through out the Mandate by its citizens. There was also no records of any such Mr. Flagg making any donations to any orphanages, hospitals or care homes, as the government funded the orphanages, hospitals and care homes, ensuring the happiness of the population.

"Mr. Flagg, you are under arrest for the operation of illegal casinos."

Whether or not the laws regarding establishment of casinos had been around for years was under question (no record of any laws being mentioned until this point) one could ask this much: if the casinos were illegal and, as believed to be by the Colonel, only operational for months (although a minor plot device such as casinos is, to my belief, not required to be requested for a minor character), how had such large buildings been turned into casinos right under the noses of the Mandate? It made their security look terrible if indeed, the security was correct. Either way, with seemingly everything outlawed in the Mandate from imports to casinos, from insane, wife-abusing rulers like Zarcaine to inept police such as Tsai, that an uprising was on its way.

Nonetheless, the was still a camera crew. According to Flagg's watch, which stated 0900 local time, still morning and shown by the bright sun outside, it appeared he'd been in luck. The initial interview had been scheduled for 1000, but Flagg, ever a camera-friendly face, had begun the interview at 0845, which meant that it was indeed televised and still rolling. It would be curious to explain all the donations away so easily; Flagg had donated over thirteen million credits, all of which he had signed receipts for in his office. After all, even if the government did take care of and fund their orphanages, hospitals and care homes, and to say they ensured the happiness of the people was akin to saying China ensured the happiness of their people, private citizens were allowed to make donations. Flagg's casinos had grossed over twelve billion credits; credits that were, as of this moment, outside the Mandate's reach and elsewhere in the Empire, spread out for safety. Of course, the security teams would find perhaps a total of several hundred million credits in the casino vaults, as was proper to cover direct winnings.

"Under arrest for the operation of illegal casinos? I have a signed allowance from the Imperial Games Commission that allows my casinos here." Apparently, the law that existed in the Mandate was so obscure that not even its citizens paid attention, else they would not have come and enjoyed themselves. Likely as not, even members of the government had come to escape the dreary, oppressive totalitarian environment of the Cronese Mandate. "I will request legal counsel. Preferably not of the Cronese Mandate, and I will require a HoloNet call, as per the rights of every Imperial citizen." He smiled as he held out his wrists for the handcuffs, complying the whole time.

No such signed allowance was known, as there was no Imperial Games Commission nor was there an Imperial Gaming Commission which would mean that any kind of signed allowance were falsified documents. Colonel Tsai looked to the arresting lieutenant that already had Mr. Flagg's arms cuffed behind his back. "Lieutenant, add 'Falsifying and Forgery of Imperial Documents' to the arrest record." There had been in fact very little business for the casino (which if one is to say has been around for years would need a request, minor character/plot point or not, as a casino that's been established for years and raking in the money your claiming doesn't just pop up over night) which meant that the casino made only a small bit of credits from the very few Cronese Mandate citizens that allowed their addiction to gambling get the best of them.

The People of the Mandate through were very happy with their Government, as they did not believe the lies spread by those outside of the Mandate. They were in fact very happy, and no such uprising was on it's way in any shape or form. As for the funds that had been donated to the various orphanages, care homes and hospitals, that money was traced back to an elderly gentleman's estate, whom at the time was putting his affairs in order and was donating large sums of his wealth as a last show of charity on an already charitable life that he had lived (As there has been no reason given for the apparent vast wealth that Mr. Flagg has, even if a minor character.) If Mr. Flagg wanted to claim those were his donations, then 'Identity Theft' would also be added to the already long list of reasons for his arrest.

The news crew that was on site, and the only news crew, was that of CMNN, the Cronese Mandate National News that was covering the story of the crack down on illegal gambling dens. The money that had been found in the vaults was seized as illegal currency and would be locked up and turned over to the Imperial Treasury. Mr. Flagg after having been arrested would not be sent to a Mandate prison. The speeder he was put into was heading to the Chandaar Starport where he would be extradited from the Cronese Mandate. The shuttled was already waiting on the landing pad when the speeder arrived, the security officers handing Mr. Flagg over to COMPNOR officers who had been informed on the illegal falsification of Imperial Documents. With Mr. Flagg now on the shuttle and the shuttle already leaving Chandaar, all that was left was to shut down the remaining casinos, seize the assets and turn them over to the Imperial Treasury.
