Welcome, and I am glad to glad to greet all new members.

I have been informed that an "Eleventh hour" motion was approved by the old Defense Committee to grant Deralia permission to purchase several new vessels. I believe that this may have been a political decision made to take advantage of the Committee in it's shape appointed by Senator Veritas, as such I have written to the dockyard in question and reversed the decision to allow the transfer of the vessels to the Deralian Navy until the Committee in it's new form has discussed the matter.

However, I have not reversed the order itself, so that the dockyard itself may finish producing these vessels for the Deralian Navy (unless the decision of the Committee is otherwise), so that in the likely event we endorse this new purchase there will be no delay in production and (as I anticipate this taking no more than an hour or so to discuss) that the Deralian Navy will receive it's vessels on time.

The purchase, as I am informed, is relatively modest and consists of three Corellian CR-90 Corvettes and one DP-20 gunship. While I do believe that this can only be seen as an expansion of the Deralian Navy (which does make me a little uncomfortable after we have seen their stated disposition towards "impulsive" actions), I think this is a step in the right direction - towards a defensive fleet. I also think that these vessels will be optimized to bring greater security to the Deralian

I must say, I am rather sad that this purchase is being made from a shipyard which has been described as "unpatriotic" when there are many very loyal shipyards in the area (Rothana, etc), but I recognize that it is the right of worlds to pick where they take their money and would never attempt a constraint on this basis.

Either way, I'd value opinions, I am inclined to approve the purchase to help secure the area and especially to prevent raids such as those on Celest.

Senator Ryuun, do you have an opinion? Senator VolFyr? Senator Kirkwood?

If Deralia would like to make a statement, I'd be glad to hear it.

Please forgive me if I've reveal some ignorance on this purchase, I've been here and there on errands for my King over the last few weeks.

I have no objection to the purchase of these vessels, but I would like to ask if this means that Deralia will be dismantling its previous fleet predicated on a battleship philosophy? I see this as key to Deralia changing their behavior to one more appropriate for the times and the Empire as a whole.

So far as I am aware this new purchase is in addtion to present ships, not as a replacement. I mean, frankly this is a little worrying. I'm not mad keen on seeing an escalation in forces but three corvettes are hardly that aggressive.. An intention to remove their Venator-class from frontline service would be warmly welcomed by the committee though I am sure.

Given Deralia's recent apparent duplicity in the matter of their attack, their special operatives and so forth, my argument would be to see Deralia decommission and remove their Venator prior to their acquisition of three corvettes and a gunship; true, these four vessels may not offer the amount of cannons to equal a Venator, but it strikes me as having more mobility, which, as you say Senator Oriel, is hopefully a step in the right direction towards decommissioning a large fleet. Druckenwell, as you may be aware, supports this form of defensive armament in addition to static defenses.

However, while I am more than willing to agree to this purchase as well, I would like to see a show of good faith from Deralia prior to full ownership of new vessels.

I propose then that as the Defense Committee we require that Deralia decommission its Venator class prior to approving this purchase of new vessels. It seems unreasonable, given all of the furor and debate over Deralia's actions, that the Defense Committee would then approve Deralia increasing its projection capability instead of just rearranging its forces to a more modern outlook.

((Sorry for jumping in late on this, I must have missed it somehow.))

Before I begin, I merely seek clarification. Chairman Oriel, is there a legal precedent or statute which authorizes the repeal of a previously approved Committee motion? I ask this, because I am unsure if we have the procedural ability to do so at this time, and we certainly do not have any injunction authority, as there is a pending bill to give the Committee such, and I am unsure if any procedural ability to do revoke a Committee motion, would stand due to the motion in question being a legal action, rather than advisory. May we consult the parliamentarian or the Chair, on this matter?

Having reviewed Deralia's current listen fleet capacity, I would not be averse to seeing them keep their Venator, but under strict standards. Deralia is currently financially stricken in some ways, with their recent purchases and payments of fines. Why not simply send a Committee-authorized work crew to oversee modifications to the Venator in which hyperdrive, engines and control systems are removed, thereby rendering the ship inert, which in turn would make it more in line with a defense platform rather than a viable attack vessel. This would allow them to continue their purchase of vessels without compromising their defense capabilities and resolves one further issue we have with them.

Senator Kirkwood, Any committee can reverse its decision - that is just logic.

Anyway I see no real problem here, I'm happy to say the committee waves this through unless there's any pressing and immediate reason not to do so. The issue of a wider hearing will be raised in due course, but right now I'm happy to raise no objections to the purchase of corvettes and approve of it.
