| I've been mulling this idea over in my head for some time now, and have decided that this would be the best time to introduce it into a request considering what's been going on with the Mandate and the whole Embaril thing. Again, this request was thrown around in my head before I put it down to pen and paper to get it set out before bringing it up here, so it's not just a spur of the moment request, although the circumstances seem to have encouraged my to put it up.
For the Mandate I'd like to request an Intelligence group that would be formed like the O.S.S. (Office of Strategic Services), the US predecessor to the CIA that we all know and love. It would follow like so in it's set up and would oversee branches within it's organization that in turn would have their own special assignments and plans to accomplish their goals, and at times work with the other branches as their operations would be overseen and controlled by the main body.
Office of Strategic Services (O.S.S.): Coordinates all Espionage activities of the following Branches under its command
- Censorship and Documents: This Branch is responsible for the censoring of all Mandate Documents coming from the various government offices that may or may not contain sensitive information about the Mandate and it's dealings to ensure the safety and security of its people. With in this branch would also be the SIS (Signals Intelligence Service) which would make up the "Code Breaking" Division responsible for breaking coded messages sent from with in the Mandate by visiting dignitaries, etc etc.
- X-2 (Counter Espionage): This Branch would be responsible for all counter intelligence operations within the Cronese Mandate that could potentially deal with members of other groups sent by outside sources on missions within the Cronese Mandate. This Branch would achieve it's missions through the use of false information, propaganda that may or may not imply others in events that happened in the Mandate, as well as working with the Morale Operations Branch to ensure the happiness of the population of the Mandate.
- Research and Analysis: This Branch is responsible for the initial research and information gathering on potential worlds of operation for other Branches with in the OSS that have plans for future missions by it's members in those areas. This Branch provides the other Branches with first knowledge of the area before they enter it, to ensure the safety of the OSS operatives.
- Foreign Nationalist: This Branch deals with "Resistance" groups on other planets that would rather see a different form of government installed, or would help slowly push those "resistance" groups to adopt a government that would be friendly to the Mandate once it's been established after the former government being toppled.
- Operational Group Command: This Branch directly oversees the Special Operations and Special Intelligence Branches of the OSS and helps plan their missions with the intelligence provided by the Research and Analysis Branch, to ensure the best possible outcome for their missions.
- Field Experimental Unit: The best way I can describe what this branch does, is to compare it to Q Branch from the James Bond movies. This Branch would essentially be responsible for coming up with new "toys" and technology for the OSS operatives to use in the field.
- Special Projects: This Branch would be a more secretive, although independent, part of the Field Experimental Unit. This Branch would develop the more "hush hush" technology and devices that people wouldn't want to talk about.
- Maritime Units: This Branch deals specifically with the missions that would involve vessels from the Cronese Fleet, which would range from patrols, transportation of operatives, defense, and other means that the OSS would request of the vessels, within reason.
- Special Operations: This Branch reports directly to the Operational Group Command, while also being the Command of SAD (Special Activities Division) which is responsible for covert actions related to Political Influence, Psychological and Economic Warfare and Cyberwarfare, and SOG (Special Operations Group) which is an element within SAD responsible for Paramilitary Operations including the collection of intelligence in hostile regions and high threat military or intelligence operations with which the Cronese Mandate Government does not wish to be overtly associated. As such, members of the unit (called Paramilitary Operations Officers and Specialized Skills Officers) normally do not carry any objects of clothing (E.G., Military Uniforms) that would associate them with the Mandate Government. If they are compromised during a mission, the Mandate Government ay deny all knowledge.
- Special Intelligence: This Branch reports directly to the Operational Group Command, while also being the Command of SIB (Secret Intelligence Branch) which is responsible for the collection of Intelligence from Field Stations, which are then provided to other Branches to help in their endeavors, missions or operations.
- Morale Operations Branch: This Branch utilized psychological warfare, particularly propaganda to sway others to join the Cronese Mandate, cause "rebellious elements" on a world to rise up, as well as ensure the safety and happiness of the Mandate citizens.
Operating the above would be between 13,000 - 24,000 Non-Combatants (None of those numbers approved would be working in an active military or operative role. These are data analyst, pencil pushers, desk jockies etc etc.)
I'd also like to request the following as the Military/Combatant portion of the OSS. 2,880 Trained Operatives that would be split into the following.
2671st SRB (Special Recon Battalion) - 576 Men
2677th OSSR (Office of Strategic Services Regiment) - 2,304 Men
Head of the House of Cron
Ruler of the Cronese Mandate
