Procurator-class Battlecruiser rebuilt as

The Benevolent-class Crisis Resolution Cruiser "Messenger of Truth"[/c]

In an unconventional design from an unconventional world, Alsakan has re-purposed one of it's Core Dreadnoughts that formerly were used to threaten it's neighbours to create a vessel which now threatens nobody but still projects Alsakan power and is able to protect the Alsakan System effectively.

The Messenger of Truth would be a complete redesign of the old Procurator-class, essentially just using the hull as a model, having less of the weaponary and smaller flight decks, much of the internal hull has been converted to giant banks of "pod" type accommodation for Refugees, storage of various humanitarian supplies etc, it also dedicates space for extra fuel to allow longer travel distances.

Naturally being an Alsakan design, it has a highly sophisticated sensor and media suite that boasts some of the longest range communications in the Galaxy, allowing instantaneous hypercomm transmissions to the Core (albeit at huge expense).

The cavernous hangar is accessed by a highly unconventional design rather than the much more common "hangars" having fissures in the hull or an opening top (as with the Venator) the Messenger of Truth encloses it's hangars within it's armoured hull, to approach them one must bypass the rear engines and approach the massive doors under the gaze of 10 Quadlasers (one door on each side)

The vessel boasts the largest hospital aboard a mobile vessel in the Galaxy, able to care for up to 10,000 Casualties and having over a thousand bacta tanks.

Unfortunately, the vessel suffers a number of weaknesses - some designed in (mentioned in the endnote) some not.

Weaknesses of the ship are:
- Relative unmanouverability, the Messenger of Truth had little to no ability to manouvre evasively except against very long range fire.
- Only interceptors not bombers are carried - Ruling out ground attack.
- Few rearward facing heavy weapons.

Heavy turbolaser turrets (48) (Fire linked in groups of 8 - all on the dorsal terraces formed in six "Batteries", the batteries are placed so they form a delta from above, allowing all to be fired forwards or half to ether flank. Only four are able to point to the rear of the vessel.)

KDD2055 Short Ranged Turbolaser Turrets (64) these weapons are usually retracted within pop-down turrets that are vested with sophisticated sensor-neutralizing coating on their armour rendering these retracted turrets invisible until they are deployed. While having only 75% of the range of a standard turbolaser and around the same power, their high volume of fire provides a lethal surprise to enemy vessels who have closed on the Messenger of Truth.

Heavy Ion Cannon Turrets (30) (20 on ventral hull, 2 on Dorsal Terrace, 4 around Aft engines, 2 Mounted on the extreme front of the ship as "Bow chasers"

Phylon Transport Q7 tractor beam projectors (50) (8 mounted on the bow, 10 on dorsal terrace, 10 mounted by each of the two main hangar doors, 2 mounted under the bridge tower, 10 spaced at concenient locations across the ship to aid docking and towing.

Quadlaser Turrets (48) Scattered across the hull, especially around structures which are likely targets for small craft.

Composite Beam Point Defense Laser Turrets (24) Scattered across the hull, especially around structures which are likely targets for small craft.

20 Defender Ion Mine Launch tubes (each carrying one mine) these can be scattered to deny an area or be positioned using tractor beams so to give the ship a cheap and (ultimately expendable) picket. Fairly easy to engage once detected these "Mines" can be a thorn in the side of vessels approaching. It should be noted this type of mine does not explode under any circumstances (dubious realy whether it should be called a mine, but such is the canon).

The Ion Surprise (Two single shot rear firing Ion Bomb launchers)
The rear pressurised garbage disposal ejectors (originally designed to provide a cheap if vaguely ineffective alternative to chaff) in the hope of shaking off enemy missiles or at least producing a field of potentially dangerous (to Starfighters) debris when moving in the wake of the Benevolent-class. They essentially propel ready-compressed garbage, waste and ice into the void of space down wide supply tubes. These cylinders of waste ultimately disintegrate upon acceleration from the waste gas vented quickly into the tube to eject them (although some heavier waste holds together).

A cunning Junior Engineer, unsatisfied with the rather undefended stern decided to put a "Sting in the tail" and proposed placing a deactivated Ion Bomb within a compressed projectile of junk then fire it with twice the normal velocity and then detonating it remotely when it reached a safe distance from the vessel. These weapons, especially effective against older Separatist ships would no doubt put the fear up any attackers and cause them to keep their distance.

However, this was an expensive project (as Ion Bombs do not come cheap) and required extensive modification of the garbage ejection system. The "Messenger of Truth" carries in it's magazine 8 Ion Bombs and two in the tubes. Reloading these tubes in battle is impossible as they are "muzzle loaded" to use an archaic term. While a novel weapon system, it is likely to be replaced immediately after it's first use in order to maintain a mystique around the capabilities of the ship.

Uniform Aboard
All Corpsmen as well as Naval Pilots are issued with Armoured Flight Suits in the appropriate colours of their Regiment and Corps for use during deployment. Otherwise they wear standard tunic-type Republic style Uniforms.
All Alsakan Line Fleet Crewmen, Gunners and Officers wear Teal Tunics in the Imperial Style. Hats are not worn by the Line Fleet aboard ship. Pressure suits are available at each Crewman's place of work and should be worn when the vessel is at Yellow Alert or above.

Note:

This ship is explicitly designed to be no threat to anyones sovereignty, while allowing Alsakan to project it's power.

With this aim in mind, a specialized computer system was placed aboard that offers major guarantees of it's peaceful intention.

1. No first shot - The computer aboard the "Messenger of Truth" is incapable of disabling the final safeties unless it is determined allied, civilian or Alsakan vessels are under fire.
2. No targeting civilizational assets - The ships targeting computer for it's turbolaser and missile weaponary is not programmed to target planetary assets and so is incapable of commiting orbital bombardment.
3. No unnessesary destruction - The targeting computers will refuse to fire either the Turbolasers or the Concussion Missiles at a powered down target.
4. No invasion - With barely 300 Marines onboard, this ship does not have the ability to attempt military invasions.
5. Philosophers at the helm - Alsakan has escewed Political officers in favour of Philosophical Officers. These members of the Academic Corps are the ranking officers aboard and having been selected for their calm and non-aggressive temprament they are able to over-rule any order given by the Captain.
6. Passive-disposition toward civilian and Imperial vessels - All lethal weaponary aboard is automatically unable to fire at Civilian or Imperial Military IFFs.
7. Slow speed - Almost any vessel, even the most freighters, can easily outrun the ship, this is intentional as the whole ethos of the ship is to avoid conflict.
8. Guaranteed Imperial Supremacy - The Galactic Empire has been provided with a "disengage code" which automatically causes the ship to disengage and jump back to it's last location via hyperspace.

OOC Addendum
This ship is rather a symbol of what Alsakan is about, more than being a warship in itself. It does not excel in such a role. The only circumstances it would be deployed alongside other Alsakan vessels is in the event it is rescuing them (say a Frigate has become damaged or Station attacked) or in Defense of Alsakan or one of it's Colonies.

The caveats both IC and OOC prevent it from being used aggressively (it can't attack planets, blockade etc) and in a battle even freighters could easily escape it's grasp. That's why I propose management considers approving this behemoth of a ship. As stated, it would be hugely vulnerable to engagement by the type of modern capital ships the Empire fields, meaning it poses little threat to the Empire generally. Essentially I see this as a half-way house from a Major Core world, beating it's sword into something resembling a ploughshare to help perpetuate peace and ameliorate crises.

Secret Squirrel note regarding plot

The "Crisis Resolution" element of this ship is actually rather a ruse. The vessel is actually able to carry in place of the repair yard, Golan Space Colony 1 and unbeknownst to Terrawin, the real purpose of this vessel is to seed colonies around sparsely populated or unpopulated worlds, bringing them under Alsakan Hegemony.

Naturally after a few are founded (which will be requested), the image of Alsakan is an anti-colonial power will be somewhat tarnished and as the Conservative faction on Alsakan becomes able to take a greater role in the cabinet, he will begin to find the Aegis fleet originally created to protect and serve Alsakan be effectively blackmailed into becoming the Defense Force for the Alsakan Colonies - effectively restricting it's flexibility and thus Terrawin's own ability to protect his allies in the Rim.

Before I get into this I have to stipulate one thing, which is I intend to vote on this based on the capabilities of the ship; that is, from a management perspective, I don't want to barter about built-in safeguards or limits on the use of the weapons on the ship—I'm interested in how much damage the weapons on the ship are capable of doing, and how much symbolic damage a ship of this size can do. Minute qualifications—that is, looking at the small picture rather than the (extremely) large picture—are what got us into trouble with Kruus and Kor Vella. My intolerance for enormous ships is well-known and I do think it's served the RP well; I don't intend to qualify it.

The reason I mention this up front is that part of considering the ship's capabilities means balancing it out with the capabilities of Alsakan's other ships—this would almost certainly mean serious, if not total, reductions of Alsakan's remaining ships. I know you're an opponent of the eggs-in-one-basket strategy.

Worth noting though is that the ISD is vastly faster and more capable than this ship which has a comparable level of firepower but stretched over many KM of hull - making it a suboptimal warship. The ISD also has an advantage in speed and manouvereability, also in its ability to bring guns to bear at much longer range (and since it's faster, the Cruiser couldn't do much about that.

My concern is that, on the front of the Empire, I'm not sure they would allow a new, super heavy, capital ship to any planet. I mean, Kuat has such ships, but they are pre-Clone Wars era vessels... and its Kuat. The only worlds really on par with Kuat to the Empire seem to be Coruscant, Anaxes and Eriadu. With Alsakan's more "liberal" stance, despite being a Core World, would not be able to garner the support of the Empire in aquiring from the Navy a recently commissioned design. Any response on this issue?

Actually, it's mentioned in ICS AOTC and elsewhere (referenced in Death Star) that there are Dreadnoughts in the possession of Core World Navies - specifically the Mandator, Procurator and Praetor Classes (Praetor in ROTS ICS).

Here's a passage from ICS AOTC P23 (lifted essentially from wookieepedia for brevity)

"During the centuries leading up to the Clone Wars, important and rich galactic sectors were protected by private self-defense forces.[1] The Kuat Sector had among its arsenal the Mandator I-class Star Dreadnought, a class that entered service at some point prior to 39 BBY.[10] They were large battleships equipped with heavy firepower, but had a limited range on their hyperdrives."

So.. if it's established the Core Worlds have these big slow ships.. Alsakan is roughly equal in prosperity and population to Imperial Center (and actually had wars thousands of years ago with Coruscant). As I see it, this ship really does exactly what the Empire wants - it throws a massive sum of the Alsakan budget at a big ship that can't fight effectively in battle (outmoded by an ISD easily), to produce a downgraded multi-purpose crisis resolutionship. I find it likely that Alsakan mounted several Dreadnoughts at the height of the Clone Wars.

They'd largely been mothballed by this point and they are a piece of technology that Terrawin opposes (he likes the small ship doctrine), because while Terrawin has power over foreign policy, he does not control the Alsakan House of Nobles - many of whom are opposed to his pro-alien interventionism with the Aegis Squadron (under his discretionary command).

Thus they've conspired to cook up producing this ship and having it not under the Aegis Squadron's command (rather part of the Alsakan Navy itself).. But whatever assets it projects (Colonies, Settlements, Repair Stations etc) come under the Parview of the Aegis Squadron. Thus it's a project to help render the controversial Minister of Foreign Affairs (Verence) unpopular with the masses who he appeals to with his cavalier actions by being constrainted to guard duty. Equally, Terrawin is vehemently opposed to Colonialism, and should the Alsakan Navy land colonies it then becomes the responsibility of him to protect them.

Like, if I were the Empire.. and Alsakan said it wanted to build a ship (if you read the request, it's actually the Anti-Terrawin Faction pushing for this) by essentially downgunning a ship which is not even the most powerful class in core world ownership (since they had Star Dreadnoughts and the Praetor is a Star Battlecruiser). It's just an all around good deal for the Empire, Terrawin has his hands tied for some time (helping create my motivation for his upcoming defection with a frigate or two).

On top of this, even an in-condition, top of the line Praetor (which this had about 1/4th of the estimated weapons of) is still decades old and was replaced by the Praetor II early in the Empire.

So to clarify..

It's not a "Super heavy" - It's middle of the road, spanning the gap in between Dreadnought and Cruiser (hence Battlecruiser).
It's not belonging to a faction of the Alsakan State that is in any way hostile to the Empire.
It's not a new ship - It's a converted 20+ year old one, converted from war-ship into an all around good ship for planting colonies or helping with emergencies, that retains defensive fire able to repel most aggressors until help comes.
It's no "king of the field" - Too slow - it could be comprehensively outrun by a BFF1 - There's no craft I can think of in the canon that couldn't just fly away and escape. Quick - it ain't.
It's not got the resources to attack a planet on even the level a Venator or Acclamator does.
It's not intended as a warship (if you look, most of its weapons won't actually fire until the ship is hit by something), but a genuine attempt to appear to be following the notion of alleviating crises through quick intervention while actually subtly undermining it, using the ship's storage area to deploy Golan Space colonies on far flung worlds.

Just another note.. I know people may say "speed isn't a factor".. But I think there reaches a point there it is.. where even the most obselete bulk freighters can outpace the ship, that speed really does need to be regarded as a disadvantage. A Gozanti cruiser at base speed (20 MGLT is the estimate I see bandied around) could go twice as fast as this ship. An Imperial-class could go at least 6 times as fast.

In an unconventional design from an unconventional world, Alsakan has re-purposed one of it's Core Dreadnoughts that formerly were used to threaten it's neighbours to create a vessel which now threatens nobody but still projects Alsakan power and is able to protect the Alsakan System effectively.

The Messenger of Truth would be a complete redesign of the old Praetor-class, having only a fraction of the weaponary, much of the internal hull has been converted to giant banks of "pod" type accommodation for Refugees, storage of various humanitarian supplies etc.

Naturally being an Alsakan design, it has a highly sophisticated sensor and media suite that boasts some of the longest range communications in the Galaxy, allowing instantaneous hypercomm transmissions to the Core (albeit at huge expense).

The cavernous hangar is accessed by a highly unconventional design rather than the much more common "hangars" having fissures in the hull or an opening top (as with the Venator) the Messenger of Truth encloses it's hangars within it's armoured hull, to approach them one must bypass the rear engines and approach the massive doors under the gaze of 10 Quadlasers (one door on each side)

The vessel boasts the largest hospital aboard a mobile vessel in the Galaxy, able to care for up to 10,000 Casualties and having over a thousand bacta tanks.

Unfortunately, the vessel suffers a number of weaknesses - some designed in (mentioned in the endnote) some not.

Weaknesses of the ship are:
- Relative unmanouverability, the Messenger of Truth had little to no ability to manouvre evasively except against very long range fire.
- Sectional Shields - As a result of the re-design the shields of the ship are now projected from several locations instead of by the bridge - this allows concentrating shield power where it's needed. However, if any given section of the vessel came under sustained fire of the grade found on an Imperial-class vessel, it would find it could not bring sufficient guns to bear (unless the Star Destroyer offered it's broadside) to counter it, meaning the Star Destroyer could outmanouvre the Sluggish Alsakan ship and slowly but surely pound down the shields Section by Section.
- Only interceptors not bombers are carried - Ruling out ground attack.
- Few rearward facing heavy weapons.


I APPROVE of the above, though I'm not sure I see these "sectional shields" as a disadvantage.

A further one is a vessel of the Media Corps, mounted with only the anti-personnel lasers and replacing all other armourment with Cameras and Sensors.


I APPROVE of this with some reductions proportional to the reduced size of the ship.
