Slander and calumny! Emperor Gavrisom, I demand that Senator Forte be called to order for implying that my remark—"Only the people of Ryloth could possibly be dumb enough to live on Ryloth"—was speciesist in any manner. It was not. It was a commentary on the intellect of any individual who would choose to live on so wretched a planet as Ryloth, regardless of that individual's species. To call this speciesist is slander, which I would hope the Chief of State does not tolerate in his Senate.

Furthermore, Senator Tiure's contract seems reasonable to me. I wonder, is there any possibility that the Senator might expand his program to include Eriadu as well as Ryloth? I regret to say that certain varieties of my world's population live in poor, blighted neighborhoods which, because of certain Republic regulations, I am prohibited from demolishing in favor of new developments, foundries, etc. while people continue to reside there. But I'm sure many of these people might be interested in a contract of the sort you are proposing for Ryloth.

I ask Chief of State to have Senator Oswaldt be called to order for calling him Emperor. Must I remind you that this is not the Galactic Empire, Senator Oswaldt? What's the motive behind attempting to expand The Ryloth Rescue Act to Eriadu? I apologize, but why would Senator Forte want to put his trust in the optional relocation of the Twi'leks on Ryloth in hands of Senator Oswaldt? To have Senator Tiure propose something like this is one thing, but to have Senator Oswaldt wanting to include Eriadu in this program is another. You just admitted that Eriadu is not the suitable place for the natives of Ryloth. Once again, what's your motives behind this?

I also stand by my vote, once again providing that Senator Forte has no objections on this.

I will not support slavery, as Senator Tiure does. I will not support endentured servitude, as Senator Tiure does. If I my people wish to seek residency and work off-world, they already have the means to do so, that isn't being enslaved by the Hutts. I vote AGAINST this legislation.

Maybe Senator Forte has not read the contract. Which, we must understand is a necessary part of being a reactionary. In what particulars does he object to the Contract? Is it just that he has read the word Indenture? Or is it that there is something actually objectionable within the contract?

Senator Oswaldt, Senator Forte, you are both requested to calm your tempers and debate in a calm manner, and not to use Unparliamentry language. I am sure Governor Oswaldt was mistaken in addressing me as Emperor.

I misspoke. And Senator Fowlkes, you have misunderstood me. I don't want anything to do with Ryloth. I asked Senator Tiure if certain persons from Eriadu could agree to the Senator's contract as well as persons from Ryloth. There's nothing sinister in this, and I object to the suggestion that there is.

I object to the contract itself. I will not allow the New Republic to sanction any program that involves contractual obligations to work

Acting pragmatically, I vote in favour of this motion, although it may be controversial it provides an escape for Ryloth Citizens from Ryloth, there is always appeal to the courts if this motion causes a breach of the law.

This motion passes with three votes against, and five in favour.
