The Restoration of Good Governance to Baltimn Resolution

The New Republic Senate,

Reaffirming its previous resolution on Baltimn,

Reaffirming its strong commitment to the sovereignty, independence, territorial integrity and planetary unity of Baltimn,

Stressing the inalienable right of the Baltimnite people themselves freely to determine their own political future,

Determined to help the people of Baltimn to bring to an end the tragic conflicts on Baltimn and promote reconciliation, lasting peace, stability and respect for sentients rights, as well as to cooperate with the galactic community to put an end to the use of Baltimn as a base for Drasek Cale,

Welcoming the letter of today from the Chief of State instructing the withdrawal of the New Republic Embassy to Baltimn, and its affirmation that Baltimn has no present legitimate government.

Noting that the provisional arrangements are intended as a first step towards the establishment of a broad-based, gender sensitive, multi-ethnic and fully representative government,

1. Endorses the formation of a Multi-Planetary Coalition to secure the people of Baltimn and provide for the common defence;
2. Calls on all Baltimnite groups to support the Multi-Planetary Coalition in the restoration of legitimate governance and in the cause of the common good.
3. Urges the use of restraint in the process of removal of the illegitimate present Baltimn Government.
4. Authorises the Multi-Planetary Coalition to form provisional institutions until such a time as a new Government may be installed.
5. Calls on all Baltimnite groups to support full and unimpeded access by humanitarian organizations to people in need and to ensure the safety and security of humanitarian workers;
6. Appoints Senator De Crion as the special observer to the Baltimn situation who will have complete freedom of movement.
7. Agrees a date for re-evaluation of the situation one month hence from the date this resolution passes.

Senators.

We have, today, approved a gross miscarriage of justice; a resolution, proposed by the Senator from Neimoidia, that arbitrarily declared illegitimate the legitimate government of the planet Baltimn. This is the second time this week that a controversial measure has been approved by President Gavrisom while its author, Senator Kruus, has, in an evasive and dishonest manner, refused to answer to criticisms of the measure in question.

President Gavrisom has, this morning, taken actions to enforce the controversial resolution that I mentioned. I do not blame the Chief of State for doing this. Indeed, it is his responsibility. However, I am profoundly disappointed that President Gavrisom, who had the opportunity to oppose the resolution in the Senate, chose not to do so even when grave constitutional objections to it were raised. He chose, in fact, to silence the debate on the resolution and, in so doing, he once again rewarded the Senator from Neimoidia for disrespecting this chamber and its members.

The Chief of State now, again, has an opportunity to let there be a vigorous debate on this new controversial resolution from Senator Kruus and, more importantly, he has an opportunity to take a stand against it. As but one of many of the Chief of State's increasingly disappointed supporters in the Senate, I hope that he will take this opportunity to right the wrongs that have been perpetrated in this chamber with his tacit consent.

For indeed, the previous resolution from Senator Kruus declared that the people of Baltimn have no say in who governs them. This resolution declares that it is Senator Kruus who will decide who governs the people of Baltimn. The previous resolution was a travesty. This resolution is worse. I remind the Senate, also, of Neimoidia's massive conflict of interest on Baltimn, considering that Neimoidia's recent disputes with Baltimn's government are well known, and Neimoidia's customs agents are as we speak monopolizing trade on that world.

This has gone far enough. I vote against the resolution, and I intend in the coming hours to propose a resolution that reprimands Senator Kruus and repudiates both this and his prior resolution on the matter of Baltimn.

I vote against this motion, as I feel it is not needed to remove the government of Baltimn by force at this time, and to do so would be against principles of planetary sovereignty. Only if law and order had utterly broken down would I sanction such a motion as this.
