| 0146 Dear Sir, have arrived at Baltimn with medical supplies, doctors, food and water, and interstellar force (soldiers, police, starfighters) for law/order, distribution of supplies, traffic control, etc. Have not deployed these forces or supplies at this time. Contact established with Neimoidians, some Baltimn Defense Force ("BDF") bases. Stomwell government has not been located at this time; last seen in orbit, according to BDF. Awaiting reply from Neimoidians with information re: Stomwell, Ulyanov. With your consent, I plan to suggest three party meeting (me, Stomwell, Ulyanov) to discuss grievances, end of hostilities, accounting of atrocities, etc. Conditions on Baltimn as follows; power vaccuum from withdrawal of Stomwell govt. BDF withdrawn to bases in accordance with Senate/Neimoidian demands. Most govt buildings occupied by individuals believed affiliated with Ulyanov. Apparent absense of civil service, law enforcement, customs, waste disposal, etc. in Murmamn City. Schools/businesses closed. Hospitals remain open. Some police/fire remain in place, performing obvious tasks (putting out fires, preventing looting, etc.) w/out apparent direction from Ulyanov or Stomwell govt; both parties appear concerned with fighting the other. General lack of governance on Baltimn. New Republic peacekeepers prepared to assume governance (w/consent of Stomwell, Ulyanov) ahead of election, if possible. 1435 Sir, have established contact with Ulyanov, Stomwell. Commencing talks. Contact has also been made with certain unions, businesses, police and BDF; generally supportive of temporary interstellar governance excluding Neimoidia (prejudice against Neimoidians, Hutts is prevalent). Govt and wealth evacuated into orbit, presently held on Neimoidian ship for protection. Encountering frequent requests on Baltimn for emergency loans from New Republic Bank. Suggest measure to this effect is proposed to the Senate as soon as possible. Suggest also Diplomatic Corps issue clarification that integrates Neimoidians into interstellar Republic forces to placate Baltimn prejudices. On Baltimn; protestors dispersing, water to Murmamn City and others now running. Small, but not insignificant number of homeless in M. City. More updates pending. Regards.

| 2234 Understood, and agreed. Ulyanov has not consented to peacekeeping forces, and I have not prevailed upon him to do so. Talks ended w/out agreement. Please note; explosion on Neimoidian ship Tradewind, carrying Stomwell govt. Tradewind appears intact, mobile. No word on cause or casualties. Explosion was deliberate, according to Neimoidians. Stomwell believed responsible. Stomwell unharmed, taken into Neimoidian custody for terrorism, default on debt, etc. He is petitioning New Republic for asylum. Please advise. League of Tapani Freeworlds have arrived with humanitarian fleet (Tapani Freeworlds, not Tapani Sector). Senator Crion is present in capacity as Premier of Tapani Freeworlds. Additional, independent vessel Dragon, apparent Gladiator-class S.D., has arrived purporting to carry humanitarian asst. as well. Ulyanov has left talks. Stomwell is detained.
