In the Jaemus system, several ships descended from Hyperspace, under the Command of Commodore Ponsenby-Smythe, they hyperspaced in close to the world so as to maintain the element of suprise and not allow them to activate any shields or weaponary.

His flotilla consisted of the bulk of the First Imperial Armada, taking advantage of the political climate in the New Republic that had resulted a heightened number of ships at Dantooine (the main entry point for the northernmost part of the Alignment).

This flotilla, in numbers consisted of the Modified Imperial-1 Class recently bought for the Council, a Imperial-II class Star Destroyer, an unmodified Imperial I Star Destroyer, and also a Dreadnought. Immediately they issued demands while running cursory scans of the surface for military purposes, aiming to designate defence strongpoints and the capital, as well as laying in targets to most effectively destroy Gallentro's hugely valuable dockyards..

"Surrender or Suffer the Wrath of the Empire, Rebel loving scum" came over the communicators from the Flagship as the vessels simultaniously fired a volley directly into the nearest stansions of the dockyards, as a warning shot, not enough to cripple the docks, but enough to cause limited damage as they scattered fire across under construction ships and the vunerable structures of the docks.

Their shields were fully charged, as were their weapons and in their hangars crews scrambled to their TIE Fighters and other craft so that they were ready to launch at a moments notice, swarm out and crash as a massive swarm into the enemy forces and engage them.

Imperial Fleet
2 Imperial-I ISDs (one modified)
1 Imperial-II ISD
1 Dreadnought-class Heavy Cruiser

Fighters (ready to dust off)

156 TIE Interceptors
48 TIE Bombers

Klaxons blared throughout the massive shipyards high over Jaemus, and the two accompanying Golan defense platforms on the perimeter, as gunners rushed to man their turbolasers, and deflector shields were hastily raised over the drydocks, infrastructure and administration buildings (although too late to stop the warning volley). Gemmell had the advantage of surprise, but also the disadvantage: at such close proximity, his ships would need a moment to form and find their bearings―a moment that the Golans used, similarly, to acquire targeting solutions on them. The shipyards, however, with their H9 dual turbolaser turrets, didn't bother with precision and opened up immediately (shooting, instinctively, at the nearest and largest of the Star Destroyers).

A pair of Tartan-class patrol cruisers were also present, waiting for clearance to dock and facing away from Gemmell's ships when they arrived. The two, small and speedy cruiser's engines came alight, as they accelerated away from the assailants and past the shipyard, in the direction of Jaemus, below. They would come about and form up, out of present firing range, warm their laser cannons and ready themselves to meet the Dreadnaught or whatever fighters that Gemmell would scramble.

Captain Heller of the Enforcer-class picket cruiser Marathon, on patrol approximately 45 minutes away from Jaemus with the cruiser Myrmidon, recieved a brief transmission from Moff Konig himself, ordering him to defend the shipyards and authorizing him (rather optimistically, Heller thought) to give chase to the Moff Council's ships, should they retreat in haste. Heller acknowledged the orders, had the Marathon and Myrmidon come about deliberately and jump to lightspeed.

He could only sigh as he sat on the bridge, watching the swirl of hyperspace outside and thinking to himself. For two months, he had recommended to the Politorate that they invest in fortifying the most distant Pentastar Alignment worlds, such as, especially, Jaemus. It was only a matter of time before the Republic or, in this case, the Moff Council moved against them, and if Heller's advice had been followed, the planet would have been able to hold its own by now. The Councilors that Heller had spoken to had sympathized with his concerns, but said they couldn't propose new defense measures until they had reviewed Moff Konig's "centralization" plan, which was much talked about but still not forthcoming.

Oh well. What's done is done, or rather, what isn't done isn't done. Heller had only one concern before him now: defending the shipyards at Jaemus. He looked at his wrist chrono. 41 minutes. He ordered a diagnostics scan of the Marathon, its shields, weapons, and varied systems, and ordered pilots to the hangar and all hands to battlestations.

One of the Imperial-I class star destroyers and the Dreadnought moved into a firing position close to the first Golan-1 using the planet and the shipyards as cover, meaning that the other Golan-I would not be able to aquire targeting solutions on the fleet. From close range they targeted all weapons on the Golan platform, slapping volley after volley into its 12 m long hull, concentrating fire on its reactor and control sections. The quadlasers of the dreadnought giving effective cover for the Imperial-I as it provided the bulk of the firepower hitting the Golan Station.

The other 2 Star Destroyers bustled quickly past, also using the dockyards and planet to shield them fromt he second Golan and setting themselves on an almost collision course with the Tartans then opened up on them with their Ion Cannons and turbolasers, only giving a trio of volleys initially with the intention of damaging or driving off those vessels, but concentrating on moving towards the docks. As soon as they reached the docks weapons were switched to targeting the Dockyard. When they did reach the dockyard their fire was split as follows: 1/2 Turbolasers on Tartans, 1/2 of Turbolasers on Docks, All Ion cannons at ships resting in the dockyards.

From all vessels fighters and bombers were launched, forming a cloud somewhat behind the other two Star Destroyers, sheltering from any fire from the Tartans or Golan behind the larger vessels hull until the dockyards were reached and they were given free lisence to cause mayhem and destruction, the TIE Bombers and Fighters following up fire from the Imperial II and the famous ship "Rage" (captured in humiliating circumstances at Raithal after it was immobilised by a fighter wing), this follow up fire proved a deadily combination in causing damage to the valuable docks known as the primary producer of the Enforcer-class.

The nearest Golan opened up on its assailing Star Destroyer, largely ignoring the Dreadnaught so as to concentrate its fire on the larger and more formidable vessel's shields; slowly, but surely, the deflector shields would be worn down, particularly as the ships were engaging the Golan at close range, allowing for better accuracy. Of course, the defense platform itself wouldn't survive long under the punishment of the Star Destroyer's turbolasers, but possibly just long enough.

Of course, deflector shields were no obstacle for proton torpedoes. Particle shields were, but were also an obstacle to any physical object, including the TIE Interceptors and Bombers that the Star Destroyer―indeed, all of Gemmell's ships―were now launching from their hangars. Thus, the Golan waited until the Star Destroyer deployed its fighters, as expected, deduced that its particle shields were down, at least partially, and loosed several vollies of proton torpedoes (deadly accurate, at this proximity). It would fire at least 56 of them before the ship could possibly displace its shields again, each one, upon impact, exploding in a concentrated, directional blast that was certain to tear through armor, durasteel, and several floors inside the ship.

The Golan's own shields were already reaching critical, and its commanding officer began ordering the selective evacuation of personnel; the engineers, controllers, support crews, and so on, keeping the turrets manned for the time being but watching the shields closely.

Meanwhile, the shipyards noticed the other two Star Destroyers descending upon them and, realizing their H9 turbolasers alone would do no appreciable damage, they hastily devised a plan. It had become apparent that Gemmell's ships were using the shipyards as cover from the other Golan, which sat ready, but dormant without a line of fire. The word was quickly spread, to slave all of the tractor beams on the shipyards through traffic control, so that they could all be operated in unison, from one console. Thus, a significant number of tractor beams were trained quickly on the smaller of the two Star Destroyers (the Imperial-II), the combined mass of the whole shipyard proving sufficient to slow the ship and, eventually, stop it altogether.

The tractor beams began to move the Star Destroyer farther up and away from the yards themselves, into the other Golan platform's line of fire, while the Rage continued on its course and barraged the yards. The Tartans made use of their agility, however, making evasive maneuvers, then disappearing on the opposite side of the docks (much as Gemmell's ships did with the Golan). There, sheltered from the Rage's turbolasers, they would again form up, circle around the shipyards and come about behind the Rage, in the midst of her TIE Interceptors and Bombers, and concentrating their fire on them. The 48 TIE Fighters from the Golans had also joined the fray at this point, doing their best against the comparably more nimble Interceptors, but having some success against the Bombers.

Summary
The first of the Golan platforms returns fire, but continues to be damaged. It fires a volley of proton torpedoes at the nearest Star Destroyer, whose particle shields are displaced to deploy its fighters. The platform is partially evacuated, continues firing on the ISD and the Dreadnaught. At the shipyards, tractor beams are used to maneuver the ISD-II into the second Golan platform's line of fire, and the Tartans circle around the shipyards and behind the Rage, engaging the TIE's along with 48 TIE Fighters from the Golans, now joining the battle. Heller and his Enforcers are 36 minutes away.

Mallix' Yacht, taking a cruise of the outer part of the system approached Hellers ship with its transponder on clearly. The small yacht being armed with a pair of Quadlasers and an Ion Cannon.

Victors pale noseless face came over the Comm "We see there is some action at Jaemus! I trust the Alignment is giving the rebels a bloody nose? Would you like us to accompany your vessel as an escort?" He said half joking.

Thanks to the laser cannon Gunnery from the Dreadnought having predisposed for this, was able to mow down the torpedos as they came in volleys (their course would be pretty predictable as they are all concentrated on the ISD and the dreadnought is in between), several still getting through, the commander of the Star Destroyer. However, showing that he knew some manouvres by listing lazily to the left, causing a further few torpedos to miss. Almost a dozen did impact on the hull, blasting gouges several meters deep in the armoured hull on the underside of the prow and in one case detonating in a hangar and causing several dozen casualties.

The Commander of the Star Destroyer close to the first Golan simply moved his vessel closer to the Golan Station, tipping the prow forward and allowing him to concentrate all of the vessels heavy turbolasers directly at the Golan. The Dreadnought split its fire again, while keeping its lasers on the ordinance it sent volleys of turbolasers into the fleeing vessels.

The nimble fighter element acted somewhat as a swarm, staying in close to the docks while firing turbolasers etc, meaning that to target them was to target the delicate docks, reducing the effecticness of the fire from the Tartans unless they wished to hit their own. Half the fighters and bombers also took an excursion through the docks to target an Enforcer-class with heavy rockets and bombs, ending the un-named ships life before its hull could even be finished.

The docks were able to move the Imperial-II, even as it redesignated some of its turbolaser fire, specifically picking off tractor beam clusters. An unfortunate effect of the tractor beam usage for the dockyards was to put the already stretched couplings between modules under immense pressure, some buckling or breaking off and causing the work of the two Star Destroyers to be made manifoldly more easy as they were now firing at a dock with extremes of force acting on its structural integrity.

The Good ship Rage, having destroyed a particular section of dockyard obscuring it from the second Golan simply opened fire on the Golan station through what was left of the docks in its field of vision, some of its fire hitting the docks, some going through to the golan as it slanted its prow to bring all heavy guns to bear.

Summary

Dreadnought 'Jubilant' counterfire hits many torpedos, Imperial Star Destroyer 'Mens Mentis' takes heavy fire on its forward quarter before particle shields come back up. Continues fire on the Golan.
Dreadnought splits fire, sending some turbolaser fire on evacuating personnel.

The Good ship Rage hits the docks with fire, destroying a section allowing it to target heavy guns (loosely) through parts of he dock to the second Golan. Imperial II Star Destroyer 'Tarkin' gives idle fire on tractor beams before splitting its gunnery 1/2 to the docks 1/2 to the Golan.

The fighters move in close to the docks to diminish the effectivness of counter-fire from the Tartans, with the bombers making destruction within the docks, targeting their fire on an incomplete Enforcer. Several however being destroyed by their efficient fire.

Presumably the docks are now suffering from the effects of a massive use of tractor beams effecting its structural integrity as well as the planet-killing level of firepower coming at it from the star destroyers and bombers.

"This guy really knows some maneuvers," admired the commanding officer of the first, beseiged Golan as he watched the Star Destroyer Mens Mentis bear some, but by no means all, of his proton torpedo barrage. They were his last words, as the shields failed altogether and a series of turbolasers ripped through the durasteel and into the command center. The defense platform managed to get its remaining 24 proton torpedoes off in the general direction of the Jubilant, then exploded spectacularly shortly thereafter (the only benefit of this is that the debris would cover some of the escaping pods and shuttles, to a certain extent).

Once the Star Destroyer Tarkin was within sight of the second Golan, it quickly acquired targeting solutions and also, importantly, added its own tractor beams to the array, which all maneuvered the Tarkin both closer to the Golan and facing away from it, so that few, if any, of the ship's turbolasers could be brought to bear upon it. The Golan―designated Kaiserpfalz―was also relatively safe from the good old Rage's guns, considering that the other vessel was firing through considerable debris, presumably with poor accuracy, and anything but direct, sustained fire on a Golan would be unlikely to significantly impair its shields. Thus, Kaiserpfalz directed the entirety of its turbolasers and proton torpedoes, for the time being, on the Tarkin, particularly its engine block and superstructure.

The Tartans, however, were far less discriminating with their fire. They, like the TIE's they targeted, flew as close to the shipyards as they could do so safely (considering the TIE Bombers were dropping ordnance on the docks, and that the entire shipyards were being subjected to punishing turbolaser fire, and that they were indeed buckling significantly under the competing pressures of its tractor beams on the Tarkin, the Tartans and also Gemmell's TIE's could only fly so close to them without colliding or being hit with something). The Tartans, thus, enjoyed considerable success against the fighters, their tight, swarming formations proving especially convenient for the cruisers to simply plow through them, as well as firing their laser cannons with little regard for the shipyards below (or even for their own, friendly TIE Fighters, which were, at times, difficult to distinguish from Gemmell's). With none of the capital ships apparently targeting them, the Tartans' task of thinning out the hostile fighters became a rather simple one.

The shipyards, although sustaining significant damage, were still, as of this moment, largely intact; its H9 dual turbolasers, situated throughout the complex, continued to fire on the Rage, the Tarkin and, insofar as they realistically could, the TIE's as well. However, much of the deflector shields had now been overwhelmed, exposing the docks and infrastructure to direct fire. Many of the ships in its docks, in various states of construction, had already been disabled by ion cannon fire, but there were still some instances in which gunners, and even construction workers, engineers and mechanics, were able to man the turbolasers, quad lasers, and ion cannons of partially constructed Enforcer cruisers and train them on their assailants, especially the TIE's.

It did not bode well for the shipyards, but they were by no means finished yet.

"Sir? Transmission from the Indelible. It's a civilian yacht with an official transponder."

"Put it through," Heller said, correcting the despondent slouch in his posture as the transmission was patched through to the bridge. The Marathon could not be "approached," of course, as it was in hyperspace, but the transmission was recieved (albeit with some considerable interference). He was surprised to hear from Victor Mallix, of all people, but he had to admire the Director's enthusiasm, and he smiled in genuine amusement at the "escort" remark.

Heller hadn't met Mallix, but he'd heard of him; the Captain made a point of staying informed on the hierarchy of the Pentastar Alignment, but he didn't have to be, to hear of the first nonhuman advisor to Ardus Kaine (Heller's father-in-law, posthumously). He seemed to recall that Mallix was also generally well regarded, in his role as Director of Economics, in the year since Kaine's death. Heller, on patrol in the most distant reaches of the Alignment, had not yet recieved Mallix's letter to him. Perhaps, he considered, he could have a word with Mallix when this was over, regarding his recommendation to fortify Jaemus and other remote worlds.

"Thank you, Director," he responded, with genuine appreciation in his voice, "But the situation at Jaemus may be dangerous, even untenable, and you shouldn't be put at undue risk." He looked at his wrist chrono again. 29 minutes. "Perhaps," he continued, "When we've assessed the situation and deemed it secure, we can signal you?"

Summary
The first Golan platform fires its remaining 24 torpedoes at the Jubilant, and explodes thereafter. The second Golan platform―Kaiserpfalz―adds its tractor beams to the others, pulling the Star Destroyer Tarkin closer, and concentrating all of its available fire on it (largely ignoring the good ship, Rage). The Tartans enjoy considerable success against the TIE's. The shipyards remain largely intact, although most of their deflector shields have just now been overwhelmed, leaving them vulnerable (but not defenseless, as the turbolasers and some guns from Enforcers are fired on the assailants). Heller and his Enforcers are 29 minutes away.

The Star Destroyer, Rage kept its fire on the docks, giving them a heady barrage from all guns, concentrating fire on the unsheilded half built ships and causing a heavy loss in their number.

The Fighters and Bombers suffered some losses, losing some 1/4 of their numbers in the volley from the Tartans but pursued their mission on the docks, again firing many bombs and missiles.

The Dreadnought, now freed from fighting the Golan approached the Tartans as they continued their punishing assault on the docks.

The Mens Mentis, designated to destroy local defenses made a quick manouvre over the docks, dropping its prow and allowing it to concentrate all guns at the second Golan Station, trading volleys in a superior fashion with the larger, but undergunned station. The Imperial II, having its sheilds somewhat effected by the turbolaser fire (but not considerably) opened fire (all weapons!) once more on the Golan Station, now targeted by two Star Destroyers and suffering roughly twice the firepower of the other Golan Station. The Imperial II also notably did not strain its engines attempting to pull away from the tractor beams and simply allowed itself to be pulled to and fro (very slowly as the practicality of locking on to a sheilded capital ship was somewhat akin to dragging a greased anvil across a floor covered in an oilslick (quite difficult) ), instead it simply redirected 2/3rds of power from engines to sheilds, resulting in a considerable strengthening of them.

The Imperial II-class Star Destroyer Tarkin had, as aforementioned, been turned around through the strenuous work of the tractor beams, so that the ship and most (if not all) of its turbolasers were facing away from the Golan as it was drawn closer to it. This gave the defense platform, designated Kaiserpfalz, a good three or four minutes of unimpeded, close range fire on the prone Tarkin, while the Star Destroyer Mens Mentis finished the other Golan on the opposite perimeter, came about, and traversed the distance to it. In the meantime, Kaiserpfalz had launched nearly all of its 80 proton torpedoes at the Tarkin's engine block and superstructure, along with sustained, close range turbolaser fire. To say that the Star Destroyer's shields were only "somewhat affected" would be rather an understatement, even considering the power directed to its shields.

Free range was soon over for Kaiserpfalz, however, as the Mens Mentis arrived shortly thereafter, forcing the Golan to divide its fire between the two ships (though it remained concentrated, primarily, on the Tarkin). The task also became complicated when a vulnerable wing of the shipyards, already buckling from the competing pressures of the tractor beams and the punishment from the Rage and now the Jubilant and, presumably, the Tarkin, finally came apart with a shudder that tore the structure in half, spewing debris and white clouds of oxygen into space. The combined array of tractor beams labored to maintain their grip on the Tarkin with the structural integrity of the yards now compromised, and reactors began exploding throughout the complex.

Power went down to a number of the projectors, and the tractor lock was lost. The Tarkin was free, except from Kaiserpfalz's 6 tractor beams, which bound the two together (for what it was worth; although comparable in mass, the Kaiserpfalz had no ability to maneuver and would, thus, at best act as a drag on the Tarkin and hinder its maneuvers, as well as, of course, the presumed damage to the Star Destroyer's engines).

The effect of the Tartans on the TIE's, meanwhile, could not be overstated. Considering the combined 40 laser cannons designed specifically to destroy starfighters, and the shipyard becoming quickly inundated with small debris harmless to the Tartans' shields but deadly to the small, unshielded TIE's, and considering also that the TIE's seemed to make no effort to combat or evade the Tartans, a significant number of them would be destroyed under the circumstances. The Jubilant changed the equation, somewhat, but the Tartans continued to rely on their vastly superior speed and agility to frustrate the larger, slower Dreadnaught's guns.

Heller and his Enforcers were 23 minutes away.

The Tarkin simply turned now, finding the tractor beams weakened, and its sheilds in its rear quarter taken down to 33% (a fairly large ammount considering the Golan was packing the fire of only two Nebulon-B frigates), as it did so turning itself upside down (rolling the front backwards), reducing the effectiveness of the torpedos as they were simply spread out along its sheilds and firing its heavy guns into the Golan Station

The Mens Mentis kept up its (considerable firepower on the (probrably failing) Golan station and began to demolish it with the combined fire from the Tarkin, moving to almost point blank range (several miles) to engage with its heavy gunnery

The Fighters remaining (1/2th of the original number) returned to the area of the Dreadnought, making evasive manouvres so as to force the Tartans to come closer to its armoured shape if they wished to continue th engagement.

The Rage launched a final volley of Turbolaser fire into the damaged docks before turning and moving again to reinforce the ailing Tarkin and using its turbolaser fire to cause considerable mischief on the docks as it cruised past, while concentrating its long range Ion cannons and long turbolasers on the Kaiserpfalz.\

Summary:

Tarkin goes prow over Stern, flipping upside down and bringing all guns to bear on the Kaiserpfalz and unleashing them, sustaining heavy damage to rear shields.

The Mens Mentis moved ahead of it, very close to the Golan station and began emptying all its batteries at close range on the now embattled platform.

The fighters withdraw to the area of the Dreadnought, forcing the Tartans to approach it to get clear shots, the number of fighters now thin at 1/2 of their original number.

The Rage cruises past the docks, firing with its smaller turbolasers while directing its long guns and Ion cannons at the Golan station.

Kaiserpfalz, in fact, had roughly the fire of two Nebulon B frigates and, of course, the 80 proton torpedoes that had been fired on the Tarkin's engine block and superstructure at close range, before it had broken free from the tractor lock and thus, before it would have been able to reasonably avoid them. But inflicting considerable damage to the Tarkin would be the Golan's last accomplishment; there hadn't been as orderly an evacuation as the other platform, instead the guns and command posts had, at this point, been simply abandoned as personnel sprinted through the dark, shuddering corridors for whatever means of escape they could find. Pods and shuttles were seen departing the Golan, as its shields were quickly overwhelmed and the turbolasers from three Star Destroyers tore it apart.

It didn't explode, as the other Golan had, but was instead blown asunder into chunks of durasteel debris that would, in the coming hours, plummet from their orbit and disintegrate in Jaemus's atmosphere. The shipyards, which were far larger, didn't fare quite as badly. They were, as aforementioned, inundated with debris and clouds of frozen oxygen, broken scaffolding and the corpses of crew, and every one of its Enforcer-class cruisers under construction had been either destroyed, disabled, or otherwise rendered inoperable. Entire dry docks had been blown free from the complex, though thankfully enough tractor beams were still operable to keep them in place, useless though they were. If the Jaemus shipyards would ever recover from this assault, it would surely take months, if not a year or more.

The Tartans, which had, in contrast, been relatively unscathed in the battle thus far, did not fall for the TIE's trap. They valued their lives and knew they wouldn't last long against a Dreadnaught, and thus kept on the move and stayed clear of its guns (except for the occasional pot shots at the assembled TIE's, which wouldn't have much effect from this distance).

Meanwhile, Heller and his Enforcers were 16 minutes away.

Added (18 Jul 2009, 11:28 Pm)
---------------------------------------------
The Tarkin was significantly damaged; the first 38 proton torpedoes from the Kaiserpfalz (combined with the Golan's turbolaser fire, before it was destroyed of course) were sufficient to overwhelm the Star Destroyer's shields, despite having been concentrated to the ship's stern. 9 torpedoes missed the Tarkin completely, while the rest (33 of them) connected on, variously, its hull, superstructure, and engines. In fact, the engines would fare the worst, since they made rather conspicuous targets and their blast shields had not been closed.

Two of the Tarkin's massive "Destroyer-I" ion engines were shattered, blackened, and rendered inoperable, as well as two of its smaller "Gemon-8" drives on the starboard end of the engine block. The Star Destroyer would still have enough propulsion to accelerate, rather sluggishly, but would lose most of its control and veer to starboard if it did so. The rest of the torpedoes hit the rear of the superstructure, punching holes through its hull and penetrating meters within it, but nothing especially debilitating except for a significant loss of life.

The Rage and the Mens Mentis presumably broke off their (already rather successful) pummelling of the shipyards in order to maneuver themselves, hastily, beside the Tarkin and steady the damaged ships with their combined tractor beams. This left the shipyards to their own devices; sporadic fire from the docks, and the heavily damaged vessels therein, continued to lance toward Gemmell's ships, but mostly splashed harmlessly against their shields. Heller and his Enforcers were 10 minutes away.

The Mens Mentis and Rage formed up on the flanks of the Tarkin, compensating for its turns and allowing it to manouvre out of the gravity well of the planet within a minute or two, fortunately for the Tarkin, while its Sublight propulsion was crippled, its Hyperdrive was essentially intact, meaning that withdrawing would be possible. The remaining fighters being recalled as soon as they were out of damaging weapons range from the docks.

Locking in Coordinates for Yaga Minor the Tarkin made the jump to Hyperspace, suceeding in jumping on the second attempt, resulting in a minute's delay as they reconnected fuel lines after the primary drive had issues. After this the Mens Mentis and Rage also jumped to Hyperspace, coordinates locked in for Yaga Minor.

The Dreadnought, being a little seperated from chasing the anti-fighter ships was already outside the gravity well, and locked in hyperspace coordinates for Mygeeto, to investigate rumours of an attack there, blinking into hyperspace also.

While they had taken damage and lost many men, the power of the Pentastar Alignment to produce ships and project power in this sector had been crippled, meaning that the Council of Moffs stood as the undisputed master of its region.
