To the Council of Moffs, Supreme Council of Governance.

The loyal planet Leirooine has now for the last five years paid its tribute, on time, to the Galactic Empire. With the outbreak of peace we can reasonably expect to truly run up our colours without fear of retribution from the New Republic. As such, the privy council of Leirooine has voted in favour of returning to the fold of the Empire.

We would like to offer 10,000 tons of Durasteel, produced from the mining of our moons, and also the Dreadnought-class Cruiser "Justication" as consideration for our acceptance. Per year we will happily continue to pay a tithe on our economy, as will happily open a most luxurious base for any Imperial Garrison (by Leirooine Standards).

Signed

King Ribaldequin Leiro, King of Leirooine, Supreme Pontiff of the Church of Revan.

King Leiro,

I will more than happily consider this, and will express my support of your application to Admiral Pellaeon, whom will have last say in this matter. I do not anticipate there being any problem in returning your world to the fold of the Empire, after its... aberation under Jaron Park has been most riteously washed away by yourself.

To raise another matter, my support of this would be conditional on the surrender of Jaron Park to the Imperial Courts of Justice, as he is a wanted war criminal, in order that he might be tried and executed for his crimes against the soldiers of the Empire. Also, I consider that perhaps we shall not base many troops on Deralia itself, but perhaps will station a monitor station in orbit.

I would also take the time to laud your efficient exploitation of your planets resources.

I would like to hear from the Minister of State on the possible repercussions that the admittance of Leirooine may cause with the New Republic.

Message to the Council of Moffs
From Imperial Minister of State

Walther Thaddeus Fiske

No repurcussions, Admiral. The New Republic has not given its attention to Leirooine for a decade, despite it's—if you will forgive the term—culpability for the events that brought King Ribaldequin to power there. With all due respect to the good King, if the Republic has not paid attention to Leirooine throughout its recent history, it's certainly unlikely that they should begin to now. In any case, the admittance of Leirooine is certainly no violation of the Bastion Accords, and the Republic has been aware of the planet's Imperial sympathies for some time.

I see no reason not to recommend the admittance of Leirooine, although perhaps King Ribaldequin can offer us some insight into the so called "Deralian Government-in-Exile" which, it seems, intends to depose your government? Do you consider this a realistic threat that may require the commitment of Imperial resources to repel?

I believe they are a group of insurgents who want to restore the Park family to power. I believe they number in the hundreds and the local population is incredibly hostile to them, I consider it likely if they landed they would be more likely to be burned at the stake (after due process) rather than show any support.

Should Imperial help be required we would naturally renumerate the Empire for any costs to itself. I do consider this to be very unlikely.

King Ribaldequin

This Mr. Leiro, is backed by the Neimoidians and the New Republic, with whom he did heavy business during the war. He went to them for support, for help in obtaining his kingdom, for help in keeping it, for help in making trade. Maybe he should go to them for membership. He can not be trusted, and his loyalties have been proven to lie elsewhere. He is a creature of betrayal, and we have suffered enough traitors to last our glorious Empire a thousand lifetimes. I formally object to the acceptance of this petition.

Moff Dominin,

I have dealt with our peaceful friends, the New Republic. I did not enter the Empire during the war, or the New Republic because I feared for my people, I would not see them suffer because the other side invaded in response. Now that peace has been established, I feel free to join the government my people support.

I do trade with the New Republic, and I have and will continue to do so, the New Republic is at peace with the Empire, and the treaty allows for free trade, as such I am simply trading freely along these lines. I would ask you to let bygones be bygones, and embrace the peace, as we are.

Leirooine has never supplied military aid to the New Republic, we produce simple Durasteel and ship it in ingots, and yes, we have traded these to both sides, as befits an independant world.

I will assume Moff Dominin's remark about traitors to refer to men such as Vilim Disra, whose adherence to a tired ideology did not allow him to appreciate the nuances of our condition and the compromises that are necessary in these trying times for the Empire. While it does perturb somewhat that Leirooine traded with the New Republic during the war, I also understand that an independent world can do no less and, moreover, this can hardly be held against it when we, ourselves, also trade with the Republic. In either case, Leirooine's paying of tributes over the past half decade has been prompt and exemplary.

I do not believe the Empire will expand to its former glory by imposing prohibitive tests of ideological purity on prospective member worlds. The motion is approved, and Leirooine is formally admitted. King Leiro, I will have Minister Fiske visit your world at a time to be arranged, to discuss further terms as regards garrisons, tributes, and so on.
