| Dearest Senator Carson, The Commerce Council has been compelled to recommend to the Ministry of Commerce that the New Republic and its worlds be prohibited from transactions with "Ravak and Larben, Independent Shipwrights"—a corporation of questionable methods and questionable motives. This does not, necessarily, concern you. However, it is well known that Kuat Drive Yards has, in the past, engaged in elaborate schemes and subterfuge in order to conceal its sale of vessels to the Imperial Remnant, and other interested parties. It just so happens that "Ravak and Larben," a mysterious organization, is behaving in a remarkably similar manner, perhaps serving as a front for the purpose of evading taxes on a new production line. I am not accusing Kuat Drive Yards of doing so in this instance, nor am I accusing you of colluding in such a scheme; I merely ask for any insight that you might have into this matter, or might gain by questioning your associates at KDY. I also hope that, whoever is responsible for perpetrating the subterfuge of "Ravak and Larben," that they be dissuaded from continuing to do so. After all, significant breaches of the law merit significant punishments. Also, I'm sure it's in everyone's interest to avoid a formal investigation into this matter.
