Regarding the Mandalorian Problem
Moff Gemmell, we suspect that the Mandalorians may be in discussions among themselves as to whether to pursue the war against us. As you might recall, Mandalore has remained in a state of war with us despite the fact that we do not reciprocate. The Mandalorians are not a consequential threat to the Empire, but they do pose a dilemma insofar as they are friends of the Republic, and retaliating against them could potentially damage the peace. Thus, a peaceful remedy is preferable. I would like you to liaise with the Mandalorians and their leader, Mr. Bralor, and propose a peace offer similar to the Bastion Accords. Our priorities shall be twofold; to bring an end to the formal state of war, and also to negotiate the release of Imperial prisoners held as slaves. I think we should be willing to exchange prisoners, if need be. Be advised that if diplomatic efforts do not succeed, and if the Mandalorians do resume war upon us in any substantive fashion, that the use of force is an option that is on the table and, indeed, is very much so. Mr. Bralor should be made aware of this.
I am not optimistic of success. The Mandalorians are an unreasonable lot. But I ask that you do your best; if it comes to conflict with Mandalore, this attempt at diplomacy will, one hopes, dissuade the Republic from intervening.
