| This seems to give further rights to not only the Senate, but the system and planetary governments. Something that is certainly preferable. Now, from that my concern is, should they not be democratically elected, which I am a bit hesitant on, both in the practicality and in whether or not this legislation would be passed, how will the Regional Governor position be chosen then? I do not believe I see that you stated that yet.

| I would prefer they be appointed by the Chief of State, with approval from the Senate if necessary (in the same way that judges and other administrators are appointed).

| I can do nothing but vote against this repellant measure. No more Dictators. No more Moffs. No more Regional Governors. I am disgusted, but not entirely shocked at the unpatriotic Mr Forte proposing this.

| The arguments in favor of this measure are very deceptive. This isn't some innocent proposal to redistribute administrative responsibilities—this is a question of whether worlds should have any power over their circumstances. The answer to this question, I believe, is yes. This measure says no. Senators, silence is a frightening thing in a democracy. Shame on anyone who criticizes the Sector Assemblies for being places of loud, passionate, and rigorous debate, for this is the sound of a democracy—it means that different views are being heard and discussed. Democracy is not perfect, but should we err I believe we should err on the side of more voices being heard, not fewer. I'm surprised to see the likes of Mical de Crion fooled by this transparent attempt to reintroduce Moffs to the galaxy (despite what Governor Oswaldt says, that is what this measure proposes).

| Senator Vanden, I am merely exploring the legislation. I am in favor of anything that betters the Republic and makes it more efficient. I can see the positives from this, despite its possibly questionable intent. I can see, of course, the negatives, hence my hesitation on this. I believe, after discussion on this measure, after the debate...that this measure is not something to be left to the vote of use few that represent so many. There are citizens out there that would support this measure, others that would of course oppose it...but the fact remains that so many than the few of us are effected by a decision on this scale. I believe that yes or no on this reform should be left to the most important part of the New Republic. The people. I motion that a galaxy-wide referendum be held, on the first day of the fourth month open to Republic citizens, should be held, with a pamphlet distributed on the subject that is of impartial, neutral nature about the subject passed out to the voters on the first of the third month.

| This would be quite expensive and, I believe, quite unreasonable considering that the Sector Assemblies have only existed for a few months. This is hardly enough time for the people to come to a reasoned judgment as to the worth of these institutions. As a practical matter, considering both the expense of establishing the Sector Assemblies and also the expense of a referendum on the subject, we should allow more time for them to work before we consider proposals such as these. I'm not convinced, as Senator Vanden has said, that there truly is a problem with these bodies. The vast majority of them seem to be functioning quite harmoniously.
