Esteemed members of this galactic body, today marks a day of celebration on Corellia. A day of acceptance of reform, and rejection of power plays from those unwilling to lead, not ready to lead, and from the old guard of government and politics. Today, the Olys Corellisi Party retook its majority, bringing our misguided members back into our fold, and blasting the Progressive Conservative Corellia for Corellians Party (PCCC) right out of the National Assembly. I believe they also failed to maintain any local government positions as well. Unfortunatly, the stagnation and complete halt of the Corellian government followings Lancer Niedra usurption of the Prime Ministry has caused absolutely nothing to go on, other than polices enacted by Acting Prime Minister Orion Karath upon the systems government.

Our people have waited long for this reform to finally root itself into place, and this has happened. Due to the elections, Lancer Niedra has been removed from power, both as Acting Prime Minister and Senator of the Corellia Sector...being replaced by myself, as Senator of the Corellia Sector and Five-World Prime Minister, the first to be democratically elected. We are currently resuming diplomacy with the Federation of the Double Worlds in an effort to peacefully bring about an end to this internal matter, and incorporate Talus and Tralus into the system government. Now, on to a subject that has been a matter of some contention, and to be blunt, manipulation.

The Corellian Council, a proposed sector government that is still in the works and NOT in place. The Corellian Council, is merely a proposed economic and political union of the twenty-four system governments of the Corellian Sector. The represenatives on this Council are currently proposed to consist of the head of states of each system government. It would, in proposal, bring about a single economic market, standardized system of laws, as well as ensure the free movement of people, goods, services, and capital. The member systems would also work in union on matters of foreign policy, defense, and security. One of the head of states also acts as President of the Council, using a one year term, and rotating between members. While better wording could have been used in the Reformation Speech, the Council does not replace the Sector Assembly. Rather it merely fosters a greater amount of unity and co-operation between the system governments of the Corellian Sector. We understand the concern of the Senate on this issue, and will begin a process of meeting, yet again, with all twenty-four system governments to go over the proposal once more, and make any changes needed.

This is not a usurpation as many have described, and nor is Orion Karath a tyrant. He accepted his position as head of state by offer from the former government, who instituted these reforms, not Karath, and who felt that because of the controversy surround such an action needed someone that was not a part of them and could honorably guide these reforms through their paces. Unfortunatly, due to political motivations, and a misguided statement on the Bastion Accords, Karath could not see these reforms through. But the people of Corellia have spoken, and in a resounding voice, have declared their support for these moves. I stand before you as the symbol of that statement, as well as a statement of defiance against the ineffective and stalled Niedra administration. Now, that the Corellia Sector has a Senator who will actually be a part of this Senate and truely represent it, as Karath did...let us come together, and guide the New Republic into a new age of prosperity and effeciency that has never been seen by the galaxy in all of recorded history.

While I am saddened to hear that the Corellia Sector had to go through with Karath and Niedra administrations, the Senate is open to new faces. Let me be the first one to welcome you into the Senate. Senator Halcyon, I wish the best for your political career in the Senate. If you need any help, I'll be more than willing to help you out. Once again, welcome to the Senate.

Cambrist was visibly confused as the poorly groomed August Halcyon assumed a Senate pod and began speaking to the chamber. He wondered aloud, to his aides, how a homeless man had gained access to the Senate Hall, much less the floor. When it became clear, however, that the man was not a hobo but, rather, the delegate from Corellia, Cambrist was the first after Tremaine Fowlkes to take to the floor in rebuttal.

Mr. Halcyon, you've described your new government (or "assembly," if you will) for the Corellian Sector as an "economic and political union of the twenty-four system governments of the Corellian Sector," that would "bring about a single economic market, standardized system of laws, as well as ensure the free movement of people, goods, services, and capital," and promote a uniformity of foreign and trade policies. You have, in effect, described the Corellian Sector Assembly, but you've said that your Council "does not replace the Sector Assembly."

My question, Mr. Halcyon, is what purpose would two largely identical, redundant governments of the Corellian Sector actually serve, other than to cause twice the gridlock that you seek to avoid? Also, considering that your party first attempted, in the dead of night, to use emergency powers to force this government upon the Sector without consulting the people of Corellia, or any world, what reason do we have to believe that this is not a rather unambiguous bid to give your party—a party which can't win a popular election—more executive power over your Sector?

So complete was the silence in the chamber that Cambrist could hear the shuffling of flimplast as Halcyon consulted his notes (all two pages of them, as far as he could see from this distance). Cambrist inspected his fingernails absently as Halcyon and the Corellian delegation spoke among themselves with wild gestures of confusion and, perhaps, panic. After perhaps 3 or 4 minutes of this, Halcyon seated himself, nervously, with his staff seemingly as if expecting the Senate to have forgotten that a question had been asked. This, too, went on for some minutes until Cambrist, with his brow cynically raised, glanced in Ponc Gavrisom's direction.

Let the record show that if Mr. Halcyon does not answer these questions, he is apparently unable to plausibly explain what the purpose of his proposed sector government is, and is also, apparently, unable to assure us that it's not an unambiguous bid to usurp the power of the Corellian Sector Assembly.

Let the record also show the irony of Mr. Halcyon criticizing "the stagnation and complete halt of the Corellian government" under his predecessor, Mr. Niedra, who he says "caused absolutely nothing to go on" when, in fact, it appears that Mr. Halcyon's government, and even his conduct in this Senate, is as stagnant as can be. Could it be that the Old Corellian Party, the party of Mr. Halcyon and Mr. Karath, is "unwilling to lead"? Or "not ready to lead"?

*watched somewhat incredulously as the Corellian delegation appeared to disguard one of its note, and made a concious attempt to shuffle one note. Having seen many things during his tenure of Chief of State this was very odd. After this shuffle the Senator Elect just set the paper down and looked blankly ahead.*

Beings of the Senate, and most especially Senator-Elect from Corellia.

The Executive expresses its sincere displeasure with the Corellian delegation for its unparliamentary conduct to the delegation from Brentaal and concequently its disrespect and lack of interest to the whole Senate.

I find it indeed highly, highly, ironic that the Delegation from Corellia from the new government, elected on a platform of vigarous activity after the last delegation performed exactly the same manouver in this chamber, but atleast dained to answer the questions posed to it. In light of this apparent refusal to engage in dialogue, and refusal to participate in what you are drawing your paycheck for, I unfortunately must decline your Senator Elect from entry to the chamber at this time from lack of interest.

May I express my sincere shock at this rude and frankly hypocritical action.
