The Empire is pleased, in some respects, with the results of this week's Morishim Summit, while in other respects it is profoundly disappointed in the New Republic delegation's apparent disregard for the commitment to peace and to armistice with which the Republic and, most graciously, the Empire agreed to the Bastion Accords last year. Since the stated goal of the Summit was "to expand upon the Bastion Accords," we expected the New Republic to renew this commitment and to negotiate with us in good faith; instead, we were greeted with a stubborn and adversarial delegation that refused to make concessions not only to our demands, but to the demands of proper, moral conduct. I will elaborate on this in a moment.
There was progress made, largely because of the patience and the persistence of the Imperial delegation. Agreement was reached on the following points:
■ Imperial and New Republic citizens shall have access to each other's respective judicial systems for the redress of grievances relating to, and the prosecution of violations of, the Bastion Accords. Imperial subjects accused of misdoing shall, therefore, be tried in Imperial courts under Imperial procedures, and Republic citizens accused of misdoing shall be tried in Republic courts under Republic procedures.
■ The Empire and the New Republic shall establish embassies on a neutral or otherwise nonaligned planet, to be determined.
■ The Empire and the New Republic condemn slavery wherever it occurs, and shall not support the trade of slaves in any material or commercial manner.
■ The Empire and the New Republic shall conduct periodic tours of their naval shipyards, and shipyards used for naval purposes, by a neutral or otherwise nonaligned third party, to be determined. Information from these tours shall be freely available to each respective faction, for the monitoring and/or verification of construction, deconstruction, or other activities mandated or prohibited by the Bastion Accords and by subsequent agreements.
■ The Empire and the New Republic shall not prosecute, or persecute, refugees entering upon one faction's territory from the other's, for political offenses committed during the course of hostilities between the Empire and the New Republic (from 4 ABY to 19 ABY). Stated for the record; desertion, for whatever motive, is not considered a political offense and shall be subject to prosecution.
All of these are subject to the approval of the Council of Moffs, and the New Republic Senate. The following points were not agreed:
■ A "de-militarized zone" between Imperial and New Republic territories, and arrangements for the policing thereof.
■ A tribunal of Imperial and New Republic officers and judges, to prosecute violations of the Bastion Accords.
■ The dismantling of the New Republic's fleet base and garrisons at the planet Bandomeer.
This last point was suggested by the Imperial delegation, and reprehensibly denied by the Republic delegation. For a decade, the New Republic has maintained this fleet base, and a starfighter base, and several garrisons at Bandomeer—the "gateway" to the Empire, if you will—for the sole purpose of having the ability, if it so chooses, to sever food, clothing, medicine, and other supplies to tens of billions of innocent Imperial subjects. Needless to say, this action would today be considered a gross violation of the Bastion Accords. I have said before, and I say again, that to replace these bases with dedicated, diplomatic missions would be seen by history as an act of compassion to billions of sentients. To leave them in place in the context of peace will, no doubt, be seen by history and by the Empire as an act of provocation, and an insult to the dignity of tens of billions of innocent persons.
Although the Republic's delegation has refused to tear down this wall of fear and mistrust, and has disregarded the Empire's offer to reciprocate, we hope that Chief of State Gavrisom will see reason and correct this diplomatic indignity. I have procured and published a petition signed by the Corporate Sector Authority, representing 30,000 star systems, the Empire, representing 8 sectors and 48 proud star systems, and four additional sector capitals—Aris, Minashee, Cassander, and Isiring—calling on the New Republic to dismantle its fleet base at Bandomeer in the interest of free commerce and peace.
If the Republic does not so do, it will bear heavily on the Moff Council's decision whether to approve any of the above agreements and whether, indeed, to consider expanding its own defenses in response to the Republic's forces at Bandomeer.
