As debate has not moved on the legislation, I ask that the Chief of State either close out debate and voting on the resolution, or appoint an Acting Chair of the Senate, as I believe Chair Emerest is still hospitalized.

I must agree with Senator Forte on this. I second his motion on asking the Chief of State to close out the debate and the voting on the resolution, and I do believe we should open the discussion on appointing someone as an Acting Chair of the Senate in a seperate discussion. My condolences goes out to Chair Emerest.

Having Consulted with members of the legal fraternity I have been told it would be suitable to summon a Justice of the High Court to speak on the legal ins and outs of this matter, and if I have the power to close the vote at this stage. Mr. Gavrisom, the President of the Senate may close the vote if the Chair of the Senate concurs. It is my understanding that if the Chair of the Senate is not presiding or, for whatever reason, does not express an opinion, it is implied that he, she, or it concurs. Alternatively, however, the President may close the vote if a two thirds majority favors passage.

As we have reached the fourth day of no comment on this legislation...and eighteen days of no actual debate on the legislation, merely debate on procedure, I believe it is perfectly reasonable that President Gavrisom close the vote.
