Alsakan Overview

Class
Terrestrial

Primary terrain
Clean, Planned Urban, unlike Imperial Center there are "Green Belts" between the cities of Alsakan that are set aside to prevent the planet being taken over by cities entirely, providing recreational and outdoor space for the public.

Alsakan lacks the "undercity" of Imperial Center and blocks have historically been regularly demolished (once per thousand years), cleared and reconstructed in order to preserve the cityscape in its original form. While Alsakans do proudly trumpet the fact that their surface cities are better and more formally managed than those of Imperial Center (Coruscant) they fail to mention that they house much of their population under water and underground, this housing is not always of the best quality and may not conform to the surface building standards, it is also generally cheaper and so is utilized by the poorer segments of the population. These underground cities are the primary homes of Alsakan industry.

Economy
Mixed economy.

Major industries
Insurance - The Alsakan Permanent Assurance is the largest Insurance Broker in the Core.
Investment - The Core Investors Guild is based on Alsakan in their historic Arcology. The CIG are the go-to group for those seeking finance for new ventures.
General Financial Services - Alsakan has a remarkably liberal Corporate tax regime and so many businesses base their Corporate HQ on Alsakan.
Heavy Industry - Once profitable, now subsidized but seemingly recovering in the past few years, the Alsakan Heavy Industry lobby is greater in influence than pure economic activity would denote. Alsakan provides the Heavy Industrial components (primarily plating and hull parts) for Starship builders across the Galaxy, counting Loronar Corporation, Corellian Engineering Corporation, Rendili and Sienar Fleet Systems among it's prominent customers. The drive to maintain these trade links which provide benefits "all over society" dictate the House of Lorrd's granting subsidy to allow the fixed prices stated in the Heavy Industry Guild Charter to continue without cutting wages or workers rights. This makes the Heavy Industry Sector extremely efficient from a customers standpoint, but hugely inefficient from a Governmental one.
Pharmaceuticals - Alsakan houses many of the most prestigious Coreward pharma companies.
Medical services - Offworlders often travel to Alsakan for the excellent quality private medical treatment available.

Alsakan Government and Politics

The Alsaka Sector, and Alsakan's part in it
.

Alsakan is governed as a constitutional monarchy that governs Alsakan and the Alsaka Sector.

The Head of State for Alsakan is the Arch-King, the Arch-King is elected by the Kings of the House of Kingdoms of Alsaka. The Arch-King is appointed for life by the House of the Kingdoms of Alsaka which assembles at the announcement of the death of the former Arch-King, it meets for one week and elects the new Arch-King during that time). The Arch-King is a largely ceremonial figure with little constitutional role outside of appointing the Sector Governor and presiding over the Court of the Arch-King (the court to which all those of Alsakan blooded birth may appeal for justice).

The Kingdoms of Alsaka are broken down as follows:
The Kingdoms of Alsakan (One hundred notionally independent polities on Alsakan itself), known as the "First Kingdoms")
The Kingdoms of wider Alsaka (One hundred and eighty polities comprising worlds or whole systems; an example is the Duke of Opatajji who rules the Opatajji system, these include a goodly number of Colonies outside of the Alsaka Sector).

The one hundred Kingdoms of Alsakan vary greatly in governmental model. Some are avowed Republics who elect a new King yearly, some Elect a King for life, and a minority (less than 10%) have Kingship pass in a hereditary model.

How Alsakan itself is Governed

Alsakan is ruled over in theory by the government cabinet selected by the Arch-King, in practice this has not been the case for 50,000 years and the Arch-King is obliged to appoint the party with the largest share of the seats in the legislature to form Government.

The Legislature is called The House of Lords, the House of Lords is reconstituted each ten years (Kingdoms must re-elect or reappoint Lords), Lords may be recalled or replaced during their terms according to Kingdoms own law.

The House of Lords' is split along the usual feudal lines into Kingdoms and seats four hundred members. Four Lords are drawn from each Kingdom, three must be elected and the final Lord may be appointed by the King of their constituent Kingdom or may also be elected - depending on which is traditional locally.

The House of Lords is concerned only with matters on Alsakan itself (in general) and leaves extra-territorial matters to the Cabinet.

The Cabinet is drawn from the House of Lords.

The Cabinet has the following positions, each heads a department. Cabinet decisions are made collectively.

The First Lord of the Treasury (Primus inter pares)
The First Lord of the Foreign Office
The First Lord of the Admiralty
The First Lord of the Home Office
The First Lord for Social Reform and Improvement
The First Lord of the People
The First Lord of the Health Service
The Master of the Rolls (Speaker of the House of Lords)
The Lord Justicar of the Courts

The Alsakan Foreign Office

The Alsakan Foreign Office is tasked with assuring the best interests of the people of Alsakan and sentients everywhere are served. It's an extremely wide mandate which allows Terrawin to justify various interventions.

The Foreign Office directly manages The Alsakan Aegis Fleet, it's movements and it's use, in addition to managing the Department of the Foreign Office (the largest Alsakan Department of State). The Aegis Fleet was created as a counter-balance to the power of the Navy, and as a way to neutralize the threat of a powerful Admiralty posed to the state, the Aegis Fleet

The Foreign Office is responsible for oversight of the "Alsakan People's Corps", paramilitary organizations which are functionally part of the Alsakan Navy and have various purposes. The People's Corps is funded by a standing grant from the House of Lords, but is contributed further by it's own Trust Fund and popular subscription at all levels, from Kings to Citizens.

The People's Corps (Groups and Aims)

The Alsakan Journalistic Corps - Independent and Impartial Media Coverage without Censorship.
The Alsakan Legal, Academic and Observation Corps - Observing, documenting and studying Sentient life that it might be protected.
The Alsakan Peace Corps - Service of the Peace and Interests of Alsakan people and beings everywhere.
The Alsakan Humanitarian Corps - Aid to whoever needs it, wherever they need it, without respect for borders or conflict.
The Alsakan Colonial Corps - Aid (in all forms) to the Colonies of Alsakan wherever they may be, facilitating the free movement of people to and from Alsakan and aiding and advising Colonies throughout all stages of their development.

Political Situation

The Liberal-Humanitarian Party holds government and is in coalition with the Moderate-Center Party since the last election, four years after the Clone Wars ended. The Coalition was made up by virtue of the fact the Moderate-Center Party has a tradition of voting alongside whichever party has the greated share of the Popular vote.

The main rivals are the Conservative and Trade Union Alliance Party (ConTrad Party), who have been attempting to draw members of the Moderate-Center Party away from the Coalition by exploiting differences between the two parties in power. The ConTrad Party has also been increasingly aligned with the fairly moderate Imperial Humanist Party.

The Liberal-Humanitarian Party has an ally of sorts in the People's Party, as this left wing party was formed by split in the old "Party of the Left" during the early stages of the Clone Wars when it's different wings disputed on whether to endorse the war effort. The Trade Union Party was the other successor party formed, and formed an unlikely alliance with the Conservatives to cement it's pro-Republic credentials. The Peoples Party has truly never forgiven this "splitting" and consistently votes against the ConTrad Party due to it having the result of the TUP and the Conservative party's merging - merging with their traditional enemy.

The Liberal-Humanitarian Party remains generally popular due to it's line of moderate support for the Empire, tempered with some criticism. The support for this party has been cemented in recent years by First Lord of the Foreign Office Verence Terrawin leading strategic and tactical interventions which have caused few Alsakan lives to be lost, while producing a huge increase in its influence and perceived power. The party has three main policies, Interventionism (intervention in the affairs of other worlds to increase living standards or protect civilians), Liberalism (Social-Liberals, embracing government spending and the welfare state - also a firm stand in favour of non-human rights) and Decentralization (supporting and cementing the rights of Kingdoms to run themselves with minimal central influence, support for Colonial independence).

Terms:
"Alsakan Citizen" or just "Alsakan" - Any sentient born on Alsakan or naturalized there.
"Alsakite" - Any resident of the Alsaka Sector.
"Alsak" - The Ethnic Group of humans predominant on Alsakan and in the Alsaka Sector.
"Alsakian", "Alsakian Colonist" or just "Colonist" - Any resident of the one hundred and fifteen Colonies of Alsakan which currently have a degree of Central Governance. The Goal of Alsakan Colonialism has ever been to encourage worlds to take on themselves greater independence. Alsakians have the right of return to their original worlds within the Alsaka Sector.
"IndyCol" or "Independent Colonies" - The two hundred and fifty five colonies which Alsakan founded and since guided to Independence. While most are extremely cordial with Alsakan there is no bond except that of blood between them. The IndyCol worlds lose the "Right of Return" and the right to protection when they declare Independence; although they gain complete self-government and have lifted the taxes and restrictions on credit Alsakan imposes upon Colonies. IndyCol retain one critical legal relationship with their home-world and Sector if they sign the "Alsakian Independent Colonies Agreement", this grants them free trade with the Alsaka Sector and Alsaka's Colonies, guaranteeing them a tax free market in exchange for maintaining sentients rights and a liberal form of Government. Around 75% of IndyCol worlds are signatories.
