This wouldn't change the argument, however, that Moffs working this out among themselves is presumably preferable to the bureaucracy of the Senate (as this very Senate debate would suggest). The mandate of the Moff Council is pretty ambiguous anyway. "to encourage uniformity of inter-sector regulations."
