Does it actually exist yet?

From the Wookieepedia page on it

"The Council of Moffs was in existence as early as 12 ABY, and was possibly formed in response to the implosion of the Imperial Ruling Council in 11 ABY."

"A" Council of Moffs was created by the Peace and Parity Act. It being ambiguous when the actual Moff Council was founded, this can either be the same one or a predecessor. But "a" Council does exist in the RP.

But since it's never been RPed (certainly non of my Moff characters are aware of it)... I think it seems more like a Council that meets only on paper?

Or meets infrequently, or simply isn't good at what it does. I don't want to cause a Jaronesque conundrum whereby some previously-unknown fact is used to trump your bill; I'd be content to diminish the role or efficacy of the Moff Council if you'd like. This wouldn't change the argument, however, that Moffs working this out among themselves is presumably preferable to the bureaucracy of the Senate (as this very Senate debate would suggest). That's the crux of Cambrist's argument, Moff Council or no.

The mandate of the Moff Council is pretty ambiguous anyway. "to encourage uniformity of inter-sector regulations."
