Personality Notes:
Flippant but strict, Governor Kramer is a contradiction of sorts. Unerringly loyal yet unabashedly critical of the Imperial regime, he nevertheless upholds Imperial law and ideals with a tight grip and an empty smile. His clipped tones and extraneously polite orders are contrasted by his tendency to become crass and demanding, dragging the absolute limit of his subordinates abilities to the forefront and accepting nothing less. Those who remain on his good side are privy to forever receive his praise and commendment, which will reportedly morph into bile and rejection as soon as those graces are no longer being earned.
