| Senators, in order to be fully unified, we must have economic unity alongside political and military unification under the Empire's banner. Therefore, I propose the following economic measure: 1) Reduce tariff rates for interplanetary trade within the Empire to 0%. 2) Increase tariff rates for trade originating outside the Empire to 50%. 2a) Trade ships not complying with the tariff will be confiscated by the Imperial Navy and treated like prize ships. This simple measure will have far-reaching, positive effects on the economies of the various member systems of the Empire. While the revenues from a tariff on trade originating from outside the Empire will not offset the losses from an internal free trade environment, revenues from commercial, industrial, and sales taxes should increase from the spur of economic activity of member worlds. Fundamentally, the Empire will be rewarding member systems' economies while punishing non-member systems' economies.

| Indeed, Senator Entrente. This is why I have been proud, as chairman of the Commerce Committee, to endorse the elimination of and, indeed, to eliminate all federal tariffs on interstellar commerce. Some local tariffs still exist, and it has been the policy of my committee to incentivize the elimination of these, too. You will find that Article I of your measure, thus, is not necessary (unless you propose to eliminate local tariffs as well, although this has historically been the prerogative of Imperial worlds and can be, indeed, an important tool in the economic arsenals of worlds like yours and mine. Provided, of course, that they are not so onerous as to impede intersector trade in any significant manner. In any case, I would not propose to eliminate these and, I'm sure, this is not what you intend to do). I am pleased that we are of like mind on this issue, however, and pleased to know that I may count you as an ally in the Commerce Committee's endeavors to ensure the free exchange of goods, services, and, it should be said, of ideas. Would you be interested in a position on the Committee, Senator?

| Senator Cambrist, I thank you for your endorsement. I would indeed gladly accept a seat on the Commerce Committee. My experience with financial and economic affairs on Commenor would be an asset for the Committee's work. I hereby withdraw section 1 of my proposal, but the second part stands.
