While I had disagreements with the prior bill regarding Planetary forces and the means by which they be considered defensive, I cannot deny that there still exists a large number of vessels with the sole intent of invasion and offense. Therefore, with my people behind me, I have no qualms about voting in favour of this act, in the hope that it will help redefine the way we structure our defenses and manufacture our home-fleet vessels. In these times, invasion is a far-off thought, and as the Empire becomes a closer-knit community, these ships are no longer necessary.

For the reasons of a planet potentially using destructive weapons to put down another planet for petty reasons, among several more reasons, I vote in favor of the proposal.

The measure passes with 90% in favor and 10% opposed. Planets will be formally notified of the requirements of this law and how they apply to them, and shall have 1 month to demonstrate an intent to comply and 6 months to be in compliance. However, the Ruling Council reserves the right to A.) grant additional time to those worlds with financial hardship, or B.) to impose a shorter time period for compliance on certain worlds, at its discretion. Imperial/Planetary liaison officers (LNO's) will be instructed to supervise the progress of the transition on their designated worlds and report on this to the sector Moff, and the sector Moff shall compile a report to the Ruling Council.
