Question for the Chair

The Capital Vessels Act having passed with a majority of votes in the Senate some weeks ago, and having been further reinforced by a supermajority vote regarding the weapon system provisions of this act. This being the case, and a date for compliance with this act having been set for 11 days time, I would like to ask if there are any members of this chamber who have not already complied with the requirements of Section 3 of The Capital Vessels Act? And furthermore I would call upon the chair to name any worlds not in compliance, or whom have not made any effort towards compliance.

If they have not complied with the measure already, I would like to call said members to explain the reasons for their non-compliance with the new laws regarding capital vessels, and their plans for implementing these regulations and reasons for not having made efforts towards this goal thus far. I would also call upon said members to bear in mind their duty to comply with Imperial Senate Legislation.

Reasonable questions, Senator. Many worlds, I'm afraid, have reported difficulty complying with the new requirements in the one month time frame that the measure imposes, particularly as far as allocating the funding for the required renovations is concerned. This is mostly a problem on Outer Rim worlds—too numerous to mention—who have acquired cheap, used warships for the purpose of defense with only the barest resources to maintain or, in this case, to renovate them. The Ruling Council has been granting extensions to these worlds, where appropriate, and also to many worlds who are involved in long-standing regional conflicts, such as the Daupherm Planet States and the Botor Enclave, and the planets Dimok and Ripoblus, among others.

There are some other worlds, such as Volus, that have demonstrated intent to comply but are having logistical problems doing so. In the case of Volus, the Ruling Council has been told (and I'm sure Senator Star can confirm this) that the planet is in the process of re-organizing its facilities for the renovation of its ship, or ships, in question. The Empire is monitoring the progress of Volus and other worlds that have logistical problems and the Ruling Council will choose on a case-by-case basis whether an extension is in order or whether Imperial assistance, logistical or financial, is more appropriate. I would ask that Chairman Veritas of the Defense Committee compile a report on this, but I'm told by other members of the Committee that, lately, they've only seen him on occasion and are unable to get in contact with him. Of course, the Ruling Council, and His Majesty, are monitoring this as well, with no small amount of displeasure. But I digress.
