Thank you Grand Vizier, I will elaborate on some of the reasons behind folding them all into a single institution. There are several reasons behind why these institutions should be folded together under a single banner. Firstly, it is simply a cost-efficiency reason. This measure will cut down on both the red tape as well as administrative costs by consolidating the groups under a single administration instead of having to pay multiple administrations and go through extra bureaucratic levels. This alone would recoup much of the money going out for both the awards. The savings instituted by this plan will be able to go straight to the scientific progress and valuable research. As a single entity it will be able to allow scientists to collaborate more effectively and provide an environment for those with the ability to learn to become more adept by providing them access to real scientific discoveries and allowing them to make valuable connections within the scientific community which will serve them well in the coming years.
Secondly, from an administration and oversight point of view. As both groups are, more than likely, already monitored by COMPNOR this will ease the load allowing the commission to watch a single, albeit larger, group a further saving of time, credits and man power for the empire. With a single entity to look at and a direct line down through a single administration to all the various groups who will be involved with this, it will make the job for COMPNOR easier. This will ensure that imperial credits do not get wasted on frivolous and, quite frankly, useless scientific studies and experiments in favor of those which will do the most good for the Empire and it's citizens.
Lastly, from a scientific standpoint we stand to benefit from having many of the best minds from around the galaxy in one place with many young up and coming scientists to teach and collaborate with on important and beneficial research. This will provide a unique opportunity for the scientists to conduct experiments with a knowledgeable group of younger colleagues to assist in their studies.
