Scientific progress and the cultivation of further learning for the people of the Empire should always stand at the forefront of societal goals. As such I am proposing the following measure to encourage scientific endeavors which will improve the quality of life for the citizens of the Empire. Section 1:
This measure shall establish and fund what shall be known as the Imperial Science Academy on Imperial Center, whose primary mission will be the training, organizing, and recognizing of scientists across the Empire for the purpose of bettering the day to day lives of our citizens.
Section 2: Training of Scientists
1. The school will be staffed by many galactically recognized scientists to teach those who show a natural and exceptional aptitude, to be judged based on the performance on Imperial Tests, for one or more of the recognized scientific fields.
a. The recognized scientific fields are those which may include many sub-fields are specialties. They include but are not limited to: Physics, Chemistry, Biology, Metallurgy, Geology, Astronomy, etc.
2. The school itself will be provided with on-campus dormitories for free use of by the student body.
3. Overseeing the well being of the school, its faculty, and its student body as well as providing for a ruling body a Board of Trustees will be selected by COMPNOR, or another body chosen by the ruling council, who will then in turn be placed in charge of selecting and hiring administrative staff for the school.
Section 3: Organization of Scientists
1. To ensure the best use of resources this academy will absorb the Imperial Science Department and the Imperial Academy of Science and Methodology who will act as branches of the overall Academy.
A. The boards of each organization will be selected by COMPNOR and will answer to both COMPNOR and the board of Trustees of the Academy.
Section 4: Recognition of Scientists
1. This measure will create an award to be given out by the academy once per year to a scientist or group of scientists who have made,what is judged to be, the most significant contribution to a scientific field within the year for which the award is given.
A. The award itself will be given out at the start of a new year and will be given out for the previous year.
B. The award will come with a donation of 100,000 Imperial Credits to the recipients or team of recipients which can be used in the furthering of their research.
C. Winners will be selected from a list of nominees by the board of trustees whose members will be selected by COMPNOR or by another group selected by the ruling council.
D. There will be awards in each of the following fields: Physics, Biology, Chemistry, Astronomy, Medicine, and Geology. The specific criteria and any further awards are to be decided by the board of trustees for the school.
Section 5: Oversight
1. To ensure that Imperial Credits are going for the purpose they are intended for and not being wasted I propose that the office of Moff Brandt, COMPNOR, and the Imperial Senate shall all have the right to oversight and each will be allowed to remove an official of the school or board who can be shown has violated the trust being placed in them.
