| While I'm generally supportive of this measure I do have one concern (not including the "bag of tricks" that is the Miscellany section of the bill, which also troubles me); namely, I'm concerned that shifting regulatory power to the Sector level would essentially create a regulatory "marketplace," in which each Sector would have various incentives to compete with other Sectors to have the least onerous regulations, whether it's for the purpose of defense or to attract shipping concerns and other companies, etc. There need to be more regulations on capital-class ships, not fewer. And I'm interested in whether Senator Cambrist thinks this will result in more or fewer, and which of these is his goal.

| I congratulate Representative Vanden on having asked a good question. Representative, the bill was not proposed to advance an ideological agenda as you would seem to prefer but, rather, to put in place a more sensible mode of regulation, and that's what it does. However, Section 1.2 does establish a Council of Moffs to encourage a uniformity of regulations, which I anticipate will prevent a "race to the bottom" in terms of regulation as I've understood your concern to be. Rest assured this concern has little merit, if any.

| As there appear to be no additional concerns, the vote is now closed and the measure passes unanimously. For the record, the chair does not oppose this approach to capital ship regulation, though it's my personal opinion that the measure doesn't go far enough in the regulation of commercial ships and that additional legislation may be needed to address this, so that no contemporary "Trade Federation" of today, or tomorrow, can menace the Empire and its worlds with hundreds or even thousands of warships in the guise of merchant fleets. The Empire is vigilant of this, of course, but I feel the Senate should be as well. In the meantime, to return to this measure, the Empire will coordinate with its Moffs on its implementation and keep the Senate apprised of this.
