An Amendment Regarding Covert Operations

| The Deralia/Dantooine crisis having brought to light a flaw in The Intra-Imperial Relations Act, I acknowledge this flaw and, to correct it, I propose the Act be amended as follows.
Section II, Article IV. Imperial worlds need not notify the Empire of the use of force on another Imperial world as pertains to the use of covert operations that are not intended to be preliminary or preparatory to the conventional use of force (i.e. covert operations to sabotage shields in preparation for an invasion require notification, covert operations to extract citizens from imminent harm do not require notification). Notification of the use of force may be done in secret—this secrecy will endure for as long as the covert operations depend on it, within reason (the Empire shall retain unlimited disclosure rights).
Section II, Article V. Imperial worlds need not notify the Empire of the use of force on "unaligned" worlds.
I vote in favor, because I'm quite willing to concede the weaknesses in my legislation and correct them.

| I don't like this trend in the Senate of surrendering the traditional rights of planets to the Empire. I'm not convinced that the use of force is something that should require the Empire's permission and I don't like that the Senate seems to have accepted this premise without any dissent or discussion.
However, I do understand that this premise has been accepted and as long as this is the legislative framework we're operating within, I can see this amendment as an improvement to it. I vote in favor unenthusiastically, because I don't want to see another Deralia/Dantooine dispute.
