With this act having more than enough votes to pass for some days now, I think the chair can safely close it.

Does the Senator from Ralltiir have reason to believe His Majesty is incapable of discerning the character of the persons he chooses to advise him or of distinguishing good advice from bad? Has it not occurred to him that if the Emperor considered these "disclosure" requirements to be necessary he'd have required them himself? I'm interested in the opinions of other Senators on these questions, also.

I am unsure as to where appointment and oversight of Imperial Advisors falls within our constitutional law, it in fact appears to be a gray area. However, the Emperor, as the Chair points out, is directly involved, and thus, in the purview of royal edict, in my personal opinion. Against.

No, I'm sure he's quite discriminating in who he chooses to advise him and that he trusts his Advisers.

Power corrupts, and the people the Emperor trusts today can betray his trust tomorrow (it's happened before). I refer to no one in particular, not even to this Emperor but to future Emperors, too; I simply feel the Emperor should be given all the information he needs to determine whether the advice he receives is truly unbiased. Does the chair feel this is a bad idea?

The chair will have no position either for or against this measure unless or until it becomes necessary to break a tie (which seems probable, at this point). Are there any further votes on this measure?

Against. The Emperor keeps his own council and doesnt need Ralltir telling him what to do. I agree with Hubert and Senator Oriel on this.
