| Senators, this act may be redundant in some respects but the Commerce Committee finds it necessary to simplify the law as pertains to the safe conduct of starships so that owners and operators can better understand what is required of them. The act also imposes some new requirements on, for example, tourist vessels, etc. I vote in favor. SECTION I. DEFINITIONS
1.1. A "celestial hazard" shall be understood to mean any celestial phenomenon that poses an unexpected danger to vessels on a known hyperspace route, such as a meteor shower or comet, etc. The classification "Type 1" shall denote the most hazardous, "Type 3" the least hazardous.
1.2. A "navigational hazard" shall mean any derelict vessels, debris, etc. that pose an unexpected danger to vessels on a known hyperspace route. "Type 1," "Type 2," and "Type 3" classifications shall apply as above. SECTION II. REQUIREMENTS OF OPERATORS
2.1. The Captain of a vessel is required to report celestial and navigational hazards to other vessels in the vicinity and, additionally, port authorities upon reaching the vessel's destination port or its port of origin, depending on whether it's turned back. The Captain, or the port authority, is encouraged to report these celestial hazards to the Commerce Committee so that proper advisories can be disseminated.
2.2. The Captain of a vessel is required to report vessels in distress to other vessels in the vicinity and, additionally, to the port authorities upon reaching the vessel's destination port. The Captain is encouraged to render assistance to vessels in distress, if it is safe to do so.
2.3. Passenger vessels carrying 15 or more passengers or vessels carrying 100 or more tons of cargo may not knowingly attempt to navigate a Type 1 celestial or navigational hazard, and the owner or operator of the vessel can be held liable for any loss of life or cargo that results from doing so.
2.4. Tourist or "sight-seeing" vessels shall be subject to the following requirements.
2.4. (a). Vessels entering a nebula must file its course and the intended duration of its flight with its destination port in advance.
2.4. (b). No vessel may come within 500,000 miles of the event horizon of a black hole without having achieved sufficient momentum to escape gravitational tidal effects.
2.5. All owners and operators are encouraged to service the particle shield generators on their vessel(s) every 20,000 parsecs to prevent shield failure and dangerous collisions with space debris. SECTION III. ENFORCEMENT
3.1. Captains who do not report celestial or navigational hazards in accordance with (2.1) or vessels in distress in accordance with (2.2) may be subject to a fine of up to 10,000 credits, at the discretion of local authorities.
3.2. Captains who attempt to navigate a Type 1 celestial or navigational hazard in defiance of (2.3) may be subject to a fine of up to 50,000 credits, at the discretion of local authorities, and may be held liable for loss of life or cargo.
3.3. Captains of tourist or "sight-seeing" vessels who violate (2.4) may be subject to fine at the discretion of local authorities, and may be held liable for loss of life.
