Covert Operations and Operatives on a Planetary Scale

After careful study of Senator Cambrist's Amendment Regarding Covert Operations, I would like to draft the following bill:

Regarding Covert Operations and Use


Section I: Alterations

I. No planet that is a member of the Galactic Empire in any form should utilize or require the use of covert operatives, black operations specialists or so forth to deploy on any other member world.

II. Specialized police units should be more than efficient at maintaining planetary law enforcement to to a degree short of martial law and, as such, take away the necessity of requiring specialized military units.

III. In the event that an Imperial member world sees the need for a standing special forces-type unit in their planetary military, this force should be defensively-oriented to deal with planetary hostage crisis, emergencies and issues that, while catastrophic, do not require Imperial intervention on such a scale.

IV. Imperial military special forces teams are adequate in working towards the ends of any Imperial member world if deployment of any special forces teams are required from one member world to another; it is no member world's right to deploy covert units for destructive, sabotage or information-gathering work under any circumstances, as seen evidenced by the recent Deralia-Dantooine crisis.

I think Lorrd should stay out of how planets run their own affairs.

Yes, the Deralians caused a massive mess on Dantooine. No, I do not think this merits removing the option to use special forces to fight other worlds. I think in certain examples special forces provide useful options for example in the following circumstances.

- To slow down or prevent aggressive and unstable regimes from creating dangerous weapons.
- To rescue citizens from hostage situations on foreign worlds, or to evacuate citizens under threat.
- To allow us to know about eachother - the more we know the less likely conflict is.
- To protect minorities or communities under attack from their governments.

Frankly, we need these options on the table.

Thus I am voting against this act. While Anaxes doesn't generally support the use of non-conventional forces, we believe they should remain an option for responsible governments within the Empire.

I don't necessarily agree with Senator Ordan's assessment. After all, the job of regulating so-called dangerous regimes is the point of the Empire, not of every planet, and his mention of 'allowing us to know about each other' seems a polite way of stating spy trafficking and who knows what other kinds of wet work. Undoubtedly, Senator, you've been involved in more black ops than I have so I'll leave the... expertise... to you.

If anything, it is Senator Ordan's second reason why I must vote against this bill more than any other. The Imperial Navy cannot always be there to bail out those in need, and it is each planet's job to protect their own. As such, I commend you on a well-thought-out bill, Representative, but I cannot support it.

I'm against this, needless to say. While I agree with Senator Ryuun that the Dantooine/Deralia dispute has taught us that lawful sector authorities (i.e. the Sector Rangers) need to be the first recourse in most situations, there do remain situations when a planet is entitled to defend its own interests and do so in a clandestine manner to minimize bloodshed—yes, what you refer to as "wet work" can minimize the loss of life; the rescue of hostages, say, or the sabotage of a planetary turbolaser before it's operational and able to kill thousands of people. Moreover, corporate espionage and corporate sabotage are crucial to worlds with industries of national importance and here too clandestine operations are appropriate and sector law enforcement clearly is not.

Senator Ordan has mentioned a few examples, and I can think of more. Indeed we all can, and I think this proves the point that covert operations shouldn't be banned outright as Senator Lepkin proposes. (I also agree with Senator Ryuun on his second point.)

It's a fine draft Representative Lepkin, but as stated before. The Imperial Navy must focus it's efforts on future possible threats.

I demand an apology for this! Anaxes does not dabble in such underhanded measures. We flaunt our colours defiantly in the face of our enemies and face them upon the glorious field of battle. That is the tradition of my people, and I am proud to follow it.

When we have an enemy, we declare them our enemy in advance so they might gather their forces so better for them to face us on even terms. For the Anaxsi are a proud people who serve their Empire loyally and seek to treat their enemies as they would wish to be treated, with dignity.
