Question to Telos IV

Some months ago, a penal ship owned by Axum Labourcorp was the victim of a rebellion by the individuals aboard sentenced to penal servitude for rebellion against the Empire. These men are the legal property of Axum Labourcorp, and several of them had already been purchased by myself. We have written to the Telos IV Government twice, and provided all the required documentation but they have not been returned to us as per the law.

So I ask, where are these slaves which are the property of Anaxes citizens?

I demand Telos IV facilitate their return immediately.

Senator Ordan, aren't you a noted expert on law?

Surely, if the crew of the ship were incapacitated then the ship (and it's cargo) would be vulnerable to claims under salvage law.

As the first party to set foot aboard the ships, Telos IV should surely have salvage rights? I think the fact needs to be discussed:

Are these prisoners cargo or living breathing people?

If they are living breathing people, does not the ship belong to them, or to the people of Telos? Surely, you should have to pay a reasonable price to purchase it back?

As for the slaves, I am not sure if Imperial Penal Law (sentencing to life indentured labour/forfeiture of property rights) is superior to salvage law traditions? Frankly, I think these slaves may be the property of the Telosians.

Slavery is against the law. However, the law also establishes that it is permissible in some circumstances, generally as a punitive practice; persons who murder or steal or resist the Empire, for instance, forfeit their freedom—they can be imprisoned, they can be made to do labor, and, as stated in Imperial Decree A-SL-4557.607.232, this captive labor can be treated as a commodity and bought and sold according to planetary laws or, alternatively, guild laws that are also established in the Decree (that is, individuals can buy and sell slaves according to planetary laws and legitimate slaving guilds can buy and sell them more broadly, to the Empire for example).

The Empire is closely involved in slavery, not only because it has the greatest demand for labor in the galaxy, but also to make sure that innocent persons, primitive species, etc. are not being taken advantage of.

The salient point in this dispute with Telos IV appears to be whether it is required to respect the laws of Anaxes with regard to slavery. The Empire has no position on this, though it encourages planets to respect one other's laws in the interest of celestial harmony. However, it would appear Senator Terrawin is correct that the Senate has declared that Telos IV has no obligation to do so. Also under existing law, however, Anaxes has many avenues of recourse against Telos IV should it refuse to return what Anaxes considers to be its property; either way, the Empire declines to involve itself in this dispute.

Thank you, Grand Vizier. You have enlightened me on this issue, and have assisted in myself bringing about an opinion on the matter. That opinion is, this is not a matter for the floor of the Senate, gentlemen. Please settle this dispute in the proper arena.

The Senate has declared 9-to-1 that Telos IV is not required to return these slaves to their Anaxsi "owners." Ralltiir announces it support of Telos IV in this dispute, and as a gesture of solidarity we request that Telos IV welcome a squadron from Ralltiir to its space. I also invite other Senators to stand with Telos IV. Senator Lekpin, perhaps?

Lorrd has an intense dislike of slavery due to elements of our past, Senator Fitzgerald, so we are more than willing to vote against Senator Ordan's demands to return the slaves. However, in the sense of contributing vessels to Telos IV, we refrain. Telos IV's fight, if it comes to such, is not Lorrd's fight, but we congratulate Telos IV on being willing to make a stand.

Telos IV thank both Senator Fitzgerald and Representative Lekpin for their support. My homeworld welcome the squadron of Ralltiir, as a precautionary measure. Just having your vote show a stand against slavery is enough, Representative Lekpin. I do not believe this will escalate to a full-scale confrontation. I am speaking with Senator Ordan in private regarding this matters, and I believe this can be resolved rather immediately.

As all of you know, Telos IV stands firmly against slavery. That is still the case in this particular circumstances, and I will attempt to negotiate with Senator Ordan and his people at Anaxes in order to avoid escalating into a war.

I am pleased to announce that Senator Ordan and I have come to an agreement. To reimburse for his losses, I am purchasing the slaves and the transport from him. In turn, every single slave will be freed and granted Telosian citizenship. The Telosian government will give them a home, and unemployment benefits until we find them jobs.

Senator Fitzgerald, your squadron are welcomed to remain in the Telosian space as much as you'd like. However, now that this issue had been resolved, I do not feel the need to keep them stationed at my homeworld.
