The Custom Vessel Oversight Act

It has come to the attention of the Defense Committee that certain members have been constructing immense behemoths of war, while it is within each member's right to produce vessels, I do think it merits the Defense Committee taking an interest when a "Custom vessel" is produced - in order that the vessel is a "known quantity" and that we might better evaluate the efficiency of procurement.

Thus I propose the following act

The Custom Vessel Oversight Act

An act to require consultation from the Defense Committee when "Custom warships" above 1km in any dimension are produced - this consultation should take place before construction begins.

1. All members of the Empire are required to adhere to the regulations set down in this act (Independent Sectors, Worlds, Alliances etc - not directly Administered Imperial Moffdoms etc).
2. Any vessel a Member wishes to lay down with a length in any dimension of 1000m or more must be scrutinised by the Defense Committee, permission is not required merely a scrutiny of blueprints and designs, which will be used by the committee to produce a report on the design for the Imperial Government and Military's records.
3. Members are further encouraged to submit all custom capital vessels for scrutiny but shall not be required to do so.
4. The requirement in section 2 for consultation shall also apply to any vessel carrying over 48 Standard Turbolasers (or their equivalent yield in other weapons), or more than 48 Fighters or Bombers, irrespective of The size of the capital ship.
5. We reaffirm all existing legislation governing the production and operation of Capital Vessels.

Might I make a suggestion, Senator Oriel, and propose that the wording "custom warships" or any of the like, be changed to "original designs"?

Empress Teta votes in favor of this bill in its current form. I do not currently feel it is the purview of the Defense Committee to monitor non-militant vessels.

I would like to clarify my amendment, seeing as we are working on particulars here, being that should it be adopted, that the phrase "custom vessel" be substituted with the phrase "original warship designs". This, I feel, would add clarification and direction to the legislation.

Does Senator Kirkwood feel that editing the semantic phrases in such a minute manner would truly have any meaningful effect upon the scope and efficiency of this Act? (bearing in mind the tradition of broad judicial interpretation)

It's a solid proposal, and I vote in favor of it with or without Senator Kirkwood's amendment. But I do see the advantage, minute though it is, of the phrase "original designs" over "custom vessels," to distinguish an original design from a vessel that's simply been "customized" from its factory settings, including even upgrades to navigations computers, etc. However, I suspect both would benefit from a clarification of what is a "custom" or "original" design and what isn't—presumably the difference is who manufactures it, though what would distinguish a "major" manufacturer from a "minor" one is open to quite a lot of interpretation. But it's not an interpretation I presume to make, as I agree with Senator Oriel the courts are capable of doing so, if necessary. (I suspect it won't be necessary, as I trust the discretion of the Defense Committee).
