| While we all seek to continue towards peace, it is clear that there are those elements in the galaxy that seek to hinder that progress. With the Imperial Navy vast and needing as much personnel they can muster, and Imperial Intelligence focusing on specific areas and still needing help, I have come to put forth the Watcher Initiative.
Watcher Initiative
1. The Watcher Initiative would create a Watcher Fleet, headed by Loyal Imperial citizens, to ensure that the Imperial Navy will not be required to redirect their own personnel to such positions. This would allow for more Imperial Naval personnel to remain on Imperial Warships and out of flying desks, while also giving the Imperial Navy support from Imperial Loyalist.
2. A Watcher Vessel shall be any vessel that is apart of the Watcher Initiative Fleet, designed specifically and fitted with surveillance and monitoring equipment to provide valuable intelligence to the Imperial Navy without the need to bog down Imperial Intelligence personnel and free them up for missions specifically for Imperial Intelligence.
3. The Watcher Initiative will be responsible for keeping track of Anti-Imperial persons, rebels, separatist, anarchist, terrorist and those that seek to hinder the peace that the Galaxy is in need of.
4. The Watcher Initiative will place Watcher Satellites at the edge of the Mid Rim for the sole purpose of monitoring the Outer Rim.

| This is a dreadfully wrong-headed proposal. I remain fully confident in the ability of he Imperial Navy, Imperial Army, ISB, Imperial Intelligence etc to do their duty. I believe creating another "service" for alleged "lack of men" for the Imperial Navy would only ever worsen such a problem, if it existed.
I for one, have full confidence in the Navy of his Imperial Majesty. I vote against this motion which would in-effect rob them of men, money and resources. We already have Departments of the Imperial Intelligence Service and Imperial Security Bureau dedicated to counter-espionage.. I vote against this motion, and against producing a layer of in-efficiency and bureaucracy within the Galactic Empire.
I believe in the Empire, and I call upon the Defense Committee to report back on the accusations of the bill that the Imperial Navy is either overstretched or undermanned.
Furthermore,, where would you bring the funds from to pay for this? What would be cut? If there would be no cuts what taxes would be increased? Or would it just be funded by irresponsible borrowing.

| I concur with Senator Ordan in this regard, which is rather odd. I would say that the Imperial military forces are doing quite well in many regards.
Senator Ordan, I will have to speak with Senator Oriel about this accusation, which is indeed troubling.

| In reply to Senator Ordan:
1. The Imperial Military is so far as I am aware (and that is from their direct statements) that they are not "undermanned". And would like to convey to the Senate their confidence in their ability to patrol and protect the Empire without the formation of a new paramilitary force. 2. The Imperial Security Bureau fulfills much of the role of this organization. I am equally confident they would not wish "amateurs" to muscle in on this role. I am quite sure Imperial Intelligence shares this opinion. 3. It is the position of the Defence Council that the establishment of a new service branch, unless directly requested by the Imperial Ruling Council or his Majesty is undesirable at this time.

| Do we really need an agency with the purpose of spying on Quote (Ronium_Abram) Anti-Imperial persons, rebels, separatist, anarchist, terrorist and those that seek to hinder the peace that the Galaxy is in need of. ?
This sounds like giving this agency the right to spy on men convicted of no crime?

| Come now, Senators, let's not judge our newest member too harshly. He is attempting to propose a bill that does make sense, had it been in past times. At present, though, the needs are fulfilled by the organizations currently in place.

| Ah. Splendid. Indeed, the Defense Committee takes the attitude this is not an appropriate piece of legislation, but naturally the will of the Chair and the Senate embody the will of the Emperor.

| I think it needs to be clarified that I stand Against this proposal also. Perhaps well intentioned, but badly written. No doubt Senator Domon will enchant us by also stating his support for more badly written but well intentioned legislation. Sadly it seems that draftsmanship is no longer regarded as important when assessing a bill.
