Fact: More than 90% of criminal cases with alien defendants over the last ten years have ended in convictions. Traditionally, the burden of proof in a court case is on the prosecution to prove the guilt of the defendant, but with so many aliens guilty in so many cases, this is obviously an unreasonable burden. I propose that the burden of proof in cases with alien defendants be on the defense, not the prosecution. Henceforth, there will be a presumption of guilt in these cases and the defense must prove the innocence of its client. I vote in favor.

Governor Oswaldt, this is indeed a true if unfortunate fact. However, to presume guilt against any being seems to infringe upon the rights every sentient is afforded. 'Innocent until proven guilty' has long been a valid standing in courts and it is much more difficult to keep a jury unbiased if guilt is already presumed. In the case of this bill, I fear I must vote against.

I vote firmly in favour of this measure because it is based on fact - because it is based on the rectitude of imposing justice where it is appropriate. Aliens such as the Sluissi think they are above the law - this needs to end.

I would like to see myself as the voice of moderation these days. While I am in favor of this act, though I dislike the reasoning behind it, I would ask Senator Ordan not to single out the Sluissi, whom, I believe, do not see themselves as above the law at all. This is a gross aspersion being cast against an entire race.

This bill is based on the facts. If the facts are speciesist, Senator Domon, then your problem is bigger than me or my bill. Aliens have only themselves to blame for this, by-and-large a vulgar lot, given to criminality. I don't think we should waste time presuming innocence when 9 times out of 10 alien suspects are guilty.

Justice isn't based on assumptions, as this bill is. Guilt isn't assumed, it's demonstrated with evidence and that burden of proof is, correctly, on the party that's making the accusation, whatever it is against whomever it's made. This is what makes for a rigorous system of justice that's interested in finding the truth, rather than reinforcing the popular assumptions—and prejudices—of the day. I vote against.

Presumption of guilt has not, and will not, work in any judicial system. I can not say things any better than the words of Senator Cambrist on this measure, so I shall merely vote Against this bill.

If it's true that non-Human defendants are convicted in 90% of criminal cases, the problem, obviously, is with the so-called "justice" system. Why, when the system is so favorable to the conviction of aliens, should we make it even more so? What happened to justice being blind? This proposal is as absurd as it is racist.
