| The Kuriyoshi Endangered Species Act (Revised)
Purpose- - As per the statements of Chairman Pestage, the Empire is to be made exempt from the Endangered Species Act, and further rewording is to occur within the act itself.
Article I- - While there are many species with in the galaxy that are dangerous, there are just as many that are not unless provoked. This act ensures that such species, either dangerous predators, or docile herbivore that have seen a rapid decline in their population; either because of natural causes, or from hunting; would be
claimed classified as an endangered species. At which point this point, the species as a whole would be cataloged and relocated to a sanctuary world, where they it would be preserved and observed.
Section I- - This act
would will create a council and organization that would will see to the cataloging of species on worlds in which they are proclaimed endangered as a whole. Such species that are wide spread across the galaxy like the Nerf, would not be a species that could be considered to be added to the list, because of their natural large numbers on various worlds. Only the native species found on a world can be claimed as an endangered species.
Section II- - This act
would will create special sanctuary worlds, on uninhabited worlds planets that can maintain new species. On these worlds will be built bio domes Bio domes will be constructed on these worlds that will house a special environment that to match those of the worlds the endangered species is are brought from to the Sanctuary world.
Section III- - This act
would will make it illegal to hunt any animal listed as endangered, as well as carry the minimum fine of 50,000 credits and no less than 10 five years in an Imperial prison for the crime of poaching an endangered species.
Article II- - When the scientists that will be stationed at these specialized sanctuaries believes that a species is making a strong come back, that species will be slowly reintroduced to their native world, at which time the species will be closely monitored until a report showing a satisfactory comeback
of the species is filled has been completed. At that time, when the species has reached a preset number, it will be removed from the endangered species list, and placed onto a recovery list.
Section I- - When the species is added to the recovery list, it will remain on the list until it reaches a large enough number in their population, at which point the species will be taken off of the recovery list and added to the recovered list of species that were once endangered.
Article III- - Imperial military forces are exempt from the above laws so as to be able to retain the right to eradicate invasive species in order to maintain an ecological balance on any given world, or to protect Humans from predatory species.

| I find this to be a very fine plan, Representative Stark. But I see it angering the Trandoshan Hunting clans, the Rodian Hunting clans... and any other hunting clan out there. Now I'm not saying we should sit back and allow it, but the last thing we'd want is a war on the Senate from species that hunt other species to survive in this galaxy. That's not my only concern, this "Sanctuary World". Not sure how we'll be able to do this. Sure some moons are habitable, but some might have environment's that would be rather harmful to others. Also, I see this as a big time and money consuming project... Perhaps a fund raiser would be in order.

| If I may point out, Representative Carter, the original bill from former Senator Kuriyoshi passed in its normal form with a majority vote. I've simply made a few changes to allow the Empire more power and freedom from the act's progress. I'm sure the Trandoshans and Rodians will get along just fine. They're both aliens, after all, and I feel it is the humans who truly appreciate the beauty of animals that can become endangered by the extreme hunting of such species.
That being said, I'm sure both guilds can get along just fine without needing to hunt species to extinction.

Along with the fact that if we compare this bill with the original, all we see is that you've merely taken the original, changed a handful of words and slapped your name on it. Basically Senator you have committed plagiarism.

| In the title itself, Senator Abram, it states that is is a revised act, meaning it underwent some changes. Certain wording was, unfortunately, rather lacking in Senator Kuriyoshi's form which I corrected in this revision. This isn't plagiarism, this is modification. I've taken no credit from the former senator for his original bill. I've simply altered it as per Chairman Pestage's wishes at the opening of the Senate.

| Again Senator Stark, merely calling it "revised" does not mean it was not plagirised. The only difference is that you've added one word and changed Twenty-Nine others. I must ask, if the original bill was passed with a majority vote, did you not think first that it may have been better to introduce an amendment to the original Bill rather than essentially copying the bill and putting your name on it. I can understand the wishes of Chairman Pestage's wishes, however the original Bill was passed in the previous Senate. Should we begin pulling all the previous bills, copying them and plagirising those ones as well.

| Very well, Senator. This is now called the 'Kuriyoshi Endangered Species Act.' I've also added a new act, in case you didn't notice. Frankly, there was no need for a new legislation. The original act seemed to cover it more than sufficiently for such a small matter as endangered species. It's not a major concern at this time, I feel, but was one of the issues the Chairman wishes to have addressed, so I addressed it.
Allegations of plagiarism have no holding here, Senator. I will repeat again, I have modified an existing bill to cover what needed to be covered.

| I must still vote against it Senator Stark. A simple amendment to the previously already passed Bill stating that the Empire would be exempt from the Bill would have sufficed rather than copy and reword the Original Bill.

| Senator Abram, I am not sure why you are absolutely harping on this. Clearly Mr. Stark meant for this to be an addendum, a re-work, furthering the usefulness of this bill.

| 'Plagiarism' is a strong term for re-stating the language of a law that is in the public domain, and thus is no one's property. And making no attempt to pass it off as one's own. But I happen to agree that proposing amendments would be the more traditional way to go about this. Also, I find it vexing that there's no summary here of what your amendments are intended to do, leaving us to re-read the entire bill to try to decipher what your intent is. This is a simple mistake for a freshman Senator to make, but I nonetheless I hope the Senator from Lorrd will correct this and draw the Senate's attention to what it is you're amending and why, exactly.
More broadly, I'm not convinced that this Endangered Species Act isn't showing its age and shouldn't be repealed in favor of a newer, fresher bill. Mind you, these sentiments are spoken by a man who supported the original bill, but as I re-read it now I'm finding it rather dated.

| I'm inclined to agree with Senator Cambrist. The original bill seems to create bureaucracy that's not necessary—private institutes and universities can catalogue endangered species just as well as (better than, probably) a government panel. And while there is a role for a galactic government to protect endangered species across sector borders, I fear the original bill gives too much of this power to the galactic government. Planets know best which species they consider endangered and which are predatory, etc. No two planets have the same economic or developmental needs, either. Planetary governments should have a larger role to play in endangered species law, and I'm not sure the original bill is the right framework for this.

| I do not know why Senator Abrams seems to be taking this matter so personal; as Senator Cambrist has pointed out, the bills and acts proposed in this chamber are of the public domain, however I am hesitant to aid in hammering this idea, for fear of the ridiculously immature actions that some members of this chamber may take with that knowledge. Ignorance is bliss, they say, and in this case, bliss for the rest of us.
Moving on, I join Senator Cambrist and Senator Fitzgerald in suggusting that perhaps, a new framework is needed due to the dated, and with retrospect, flawed nature of the original legislation. I would be more than happy, however, to work with Senator Stark on a new bill to cover this issue.
