| The Loyal Contractor Recognition Act
The Shipyards, Sutlers, Armorers and other producers of goods of the Clone Wars ought to be given a suitable recognition of their part in helping to defend the Galactic Empire and it's predecessor the Galactic Republic from the most dangerous and insidious of diverse foes.
1. Any Contractor who supplied the Galactic Republic during the Clone Wars shall on meeting certain conditions be eligible to be declared a "Loyal Contractor".
1.1 The preconditions are as follows: a. The contractor must have correctly submitted all tax documentation for the period of their initial contract with the Galactic Republic until now. b. The contractor and it's Directors must not have been found guilty of or be under investigation for any crime of Moral Turpitude. c. The contractor must have fulfilled all contracts to the Empire since the Clone Wars in a satisfactory manner or undertaken the full fiscal cost of failure. d. The contractor must be solvent, creditable and maintain an Imperial centered ethos. e. The contractor's vessels shall never have been used in anger against the Galactic Empire or any appendage of it's state. f. The contractor shall not have also supplied or done business the Confederacy of Independent Systems or it's affiliated groups during the Clone Wars. g. The contractor shall not have ever knowingly supplied, attempted to supply or succored the Enemies of the Galactic Empire.
1.2 The benefits of being a "Loyal Contractor" shall be as follows:
1.2.1 Issuance of a Corporate Warrant stating that the Corporation is a "Loyal Contractor" to the Galactic Empire.
This entitles the company issued to: - Use of the style "The Most Loyal" prefix before the company's name in any documentation. - Use of the Imperial Cog in azure upon all official documentation. - Have it's Board Directors affix the Imperial Cog (in Blue) to any Coat of Arms or other personal symbol. - Have all employees use the post-nominal letters "L.C.E" (Loyal Contractor Employee) after they have served ten years working for the Contractor or was Employed by them during the period of the Clone Wars.
1.2.2 Loyalist Contractors will be entitled to a 5% discount on all Imperial Administrative Fees, Application Fees and other charges which are not defined as Taxation.
1.2.3 Loyalist Contractors will be entitled "fair advantage" when bidding on contracts for the Galactic Empire and it's various appendages of State.
1.2.4 Loyalist Contractors ought to be treated with respect by Imperial Member Worlds who should consider offering them incentives and rewards in relation to other companies.
1.2.5 Loyalist Contractors will be entitled to fly the Imperial Symbol at all their facilities in the aforementioned azure. They may also affix it to their ships and transports. Attacking an Imperial Loyalist Contractor's assets without reasonable excuse will be frowned upon by the Galactic Empire which may apply an "on the spot" unlimited fine if they consider the attack to cause or be likely to cause an Imperial Contract to be unfulfilled or late.
1.3 The process for being selected as a "Loyal Contractor" after the passage of this act shall be as follows:
Step one: A Senator or Moff must write a letter supporting the nomination of a given company to Loyal Contractor status, they shall serve as the advocate of the Corporation or may delegate this role to another individual.
Step two: The Senate Ethics Committee, Senate Defense Committee and Senate Commerce Committee must examine and scrutinize the accreditation of the corporation involved and each must endorse the application if it meets the criteria involved.
Step three: The Emperor and Imperial Ruling Council shall on receipt of satisfactory evidence from the three committees choose whether to confer a "Imperial Loyal Contractor's Warrant" upon the contractor (at their discretion).
1.4. Certain Contractors are considered to be of "Great Virtue" and so are automatically granted Loyal Contractor status as of the passage of this Act (pending Imperial Assent), truly exceptional service since the Clone Wars for companies founded since may qualify a corporation for this list provided it and its founders was not affiliated with the CIS or its affiliates during the Clone Wars.

Definitions: Contractor is defined as "Any corporation or company that supplied goods to the value of 50,000 Credits or more to the Grand Army of the Republic, Republic Navy or any other appendage of the Republic State during the Clone Wars, and whom fulfilled the contract in a satisfactory manner".
Fair Advantage is defined as "In the event two bids for a contract are found to have substantially equal merit, and offer substantially similar value for the Galactic Empire, then a corporation classed as a "Loyal Contractor" will be considered to have submitted the superior bid.

| An excellent piece of legislature, Senator Oriel. I believe it is time that certain companies received the recognition they deserve for their hard work and loyalty. I am in favor of this legislature.
Furthermore, I would like to nominate the company of Lorrd Engineering, which contributed to the Republic during the Clone Wars in its own small way, as a candidate for Loyal Contractor.

| This is a fair bill, Senator Oriel. I believe that loyal Imperial companies should be allowed to have a status within the Empire, especially if they contributed favorably towards the Clone Wars effort. Druckenwell is in favor.

| In favor. But should Incom be on this list? Sure, it collaborated with Subpro on the ARC-170 design which saw a lot of use in the Clone War, but it's contributed nothing to the Empire. As far as I'm concerned, Subpro deserves the credit here, not Incom. Not until it demonstrates its commitment to the New Order, as Trandosha has. I think the record of the company since the Clone War should be taken into account in whether it's considered a "loyal contractor" today.

| Of the members of the Committee consulted, noone suggested Byblos Drive Yards, largely because it's a manufacturer which has of late fallen into obscurity. So far as I am aware they made somewhat received few if any (if any) Republic contracts in the Clone Wars and have not been awarded a significant contract by the Galactic Empire in lieu. I don't believe they merit automatic status unless you can demonstrate otherwise, although if they are as respected a corporation as you say, then there ought to be no problem applying through the process outlined.
