Appropriation of Patents Act
An act to reassert for the Galactic Empire the ownership of certain patents it is justly entitled to without scruple.
1. The Galactic Empire is granted the patents and rights for all products (from Blasters to Droids to Starships) which were produced and designed to make war against the Empire during the Clone Wars. These shall be turned over by their current holders within three months of this Act's passage.
2. The Galactic Empire is granted all the patents and rights for all products produced prior to the Declaration of a New Order by the following companies owing to their extreme disloyalty during the Clone Wars:
The Commerce Guild (and it's subsidiaries)
Baktoid Armor Workshop
Baktoid Combat Automata
Geonosian Industries
Colicoid Creation Nest
Haor Chall Engineering
Free Dac Volunteers Engineering Corps
Pammant Docks
3. Imperialized companies shall not be effected and shall retain their patents (as they already are essentially in Imperial hands).
4. All products still produced legally by these companies may continue to be produced but the designs and patents will remain the property of the Empire; the Empire will be entitled to a 5% royalty on the sale price of each product made.
5. The Empire shall have the right to divest itself of these rights, designs and patents as it sees fit. An auction will be held on selected intellectual property the Empire wishes to divest itself of one month after the passage of this act.
6. Companies which are divested of patents under the Galactic Empire shall be entitled to be classed as "Novo corporatio". New Corporations are considered to be given a "fresh start" by the Empire, having renounced their past transgressions they seek to move forward loyally as Imperial subjects. They are entitled to purchase back all patents which may have been appropriated by the Galactic Empire in return for a one-off payment of 100,000,000 Imperial Credits.
All companies purchased or merged with Imperial Loyalist Companies are automatically "Novo corporatio" so long as no leadership position within the company is held by former rebels.
Aside from this route, in order to be declared new corporations they must meet any one of the categories below and have their status ratified by the Commerce Committee who may deny the application if there is any suspicion of unpatriotic behavior. No aliens may sit on the boards of New Corporations.
1. They are under new ownership. The board is entirely human and none of it's members served the CIS during the Clone Wars.
2. They are merged with or purchased by a corporation that was not involved in armed or unarmed insurrection during the Clone Wars.
