I hunt on occasion, and I often lend the grounds of my estate to colleagues who wish to do so. While I'm not much of a sportsman myself, hunting is a time-honored pastime on Brentaal and I can tell you from experience that acid-based slugs are quite uncommon to the sport. For one thing, most hunters have a certain respect for the animal, but moreover, a hunter's goal is to kill the animal with as few shots and as little damage to it as possible. This, indeed, is what distinguishes a good hunter. There is a considerable trade in pelts, gelatin, chitin, baleen, and other animal- and insect-based substances (which are also collected as trophies), and it behooves the hunter not to damage them.

To use the example of the Krayt dragon, it uses stones ground together in its stomach to help digest its food; these are known as "dragon pearls" and are quite valuable. Acid-based slugs, in addition to simply angering the animal, also cause extensive—and might I add, gruesome—damage to it. I support hunting and I have no compunction about supposed "animal rights," but surely cruelty to animals makes animals of us, too. One recalls the words of the Republic-period philosopher "Tank" Leunammi: "He who is cruel to animals becomes hard also in his dealings with men. We can judge the heart of a man by his treatment of animals."

In any case, "why make laws?" is a rather unconvincing argument to law-makers in the place where laws are made. Senator Ryuun should know, having extolled the safety of Druckenwell's streets, that the majority of people don't break laws. To say that a law against the use of acid-based weapons will have no impact on the use of acid-based weapons is odd. Might some people still use them? Yes, but those people could be put in prison.

It must be frustrating to Druckenwell's law enforcement officers, of whom the Senator has spoken so highly, to hear Mr. Ryuun stand up for "thrill-seekers" with a fondness for acid-based weapons rather than the cop on the beat.

I vote in favour, there are reasonable provisions to allow for exeptions. I don't want to be hit by a damned acidic bullet.

I'd only add that I'd rather have a good lawyer on hand in the event Senator Ryuun means to lock me in a room with a Krayt Dragon. My vote stands, but I'd like to enter into the record a letter I received from the Naboo Peace Officer's Association, from which I quote the following excerpt:

"It is the conviction of the [Naboo Peace Officer's Association] that poison- or acid-filled slugs or darts have no ethical civilian, law enforcement, or military application, and that the proliferation of these weapons, particularly among civilians and private security forces, poses an unjustifiable danger to Her Majesty's peace officers, and to officers of the law across the galaxy. We implore Senator Binks and the Naboo delegation to vote in support of the 'Prohibition of Inhumane Small Arms Act.'"

Gentlemen, I am fully in favor of this measure. If I may add, for the record as well, a statement made by Mr. Alyn Stark, which was delivered to me earlier today, to show how truly this act is supported by all:

"It is with some regret that I admit the Dissuader KD-30 is produced by an arms company I have acquired. As of the writing of this letter to you, Representative Lekpin, I have ordered it pulled from our product line, as well as the acid slugs it fires. There is no need for such weapons and even before compliance with this act is necessary, I wish to help the Senate in my own small way to save lives and keep the galaxy a safer place."

If a man who makes the weapons is willing to take his own actions to have them pulled, then certainly, Senator Ryuun, you can see the wisdom within this act.
