| The Peace and Parity Act
Co-Sponsored by Senator Reuke ur'Tsyne Cambrist (Brentaal), Senator Titus Veritas (Deralia), Senator Ilanah Thanatos (Chandrila), and Senator Robert North (Imperial Center). PREAMBLE
The recent proliferation of Senate bills intended to regulate capital-class vessels has demonstrated the importance of this issue as well as the diversity of opinions and interests in it. The challenge for these bills has been to address the disparities that exist between different regions (i.e. the Core vs. the Outer Rim) and different worlds (i.e. wealthier vs. poorer worlds), and it has been said that a "new approach" is needed to address these disparities. This bill is that new approach, imposing no regulations but, instead, leaving it to each sector to determine its own regulations based on its own means and imperatives, all within a framework of common principles.
In addition, the bill provides generous exemptions for diplomatic and ceremonial vessels and for vessels "passing through" a sector, guarantees the affordability of ships to poorer worlds, clarifies when a world can use force on another world, and many others. Because of the bill's length, a point-by-point summary has been provided. SECTION I. THE REGULATION OF WARSHIPS
1.1. Responsibility for limits on the possession of capital-class vessels, the armament of such vessels, etc. shall fall primarily to the offices of sector Moffs (or the otherwise duly constituted Imperial authority of a sector); these limits shall apply to vessels registered in the Moff's sector and/or operating primarily within that sector (i.e. planetary forces, also residents of the sector, companies registered in the sector or doing business there, etc.). These regulations should be based on the following premises;
1.1a. Planets should not maintain any vessels of a naval persuasion that are not necessary for the protection of its people, property, and other interests and acts specified in Section 2.2 of the Intra-Imperial Relations Act.
1.1b. Private companies should not maintain any vessels of a naval persuasion that are not necessary for the protection of the company's tangible assets.
1.1c. Individuals should not maintain any vessels of a naval persuasion without some form of dispensation from the Empire.
1.2. A "Council of Moffs" shall be formed, and shall meet on a regular basis for the purpose of encouraging uniformity of intersector regulations.
1.3. However, any capital-class vessel or any other vessel of a naval persuasion intended for regional use only, with a hyperdrive of Class 10 or higher is automatically exempt from any and all sector regulations on the possession of capital-class vessels, the armament of such vessels, etc., excluding the registration of the vessel.
1.4. The Bureau of Ships and Services shall retain regulatory authority over the armament, compliment, etc. of yachts and other personal vessels. This bill does not change this or change any existing regulations on personal vessels (a "personal vessel" defined as belonging to a private individual not under contract to an Imperial world as regards the modification or use of the vessel in any naval fashion).
1.5. Vessels traveling through a particular sector on a known trade route for the sole purpose of transit to another sector (and activities expressly related to this purpose, such as maintenance, repair, etc.), and remaining in the sector for no longer a time than necessary for this purpose, shall not be subject to the regulations of that sector concerning the possession of capital-class vessels, or the armament of such vessels, etc. In this sense, known trade routes shall be considered "havens" from sector regulations ("known trade routes" referring also to the immediate vicinity of a known trade route or any known route necessary for the transit from one sector to an adjacent sector).
1.6. However, vessels traveling through a particular sector for the purpose of transit to another sector are still bound by the particular sector's laws and regulations concerning the possession of prohibited cargoes; weapons, spices, etc. Provided these laws and regulations are publicly disseminated and understood; the Empire shall not hold a vessel or its owner or operator liable for violation of sector laws concerning prohibited cargoes that are not publicly disseminated or understood.
1.7. Vessels registered to a planetary government and traveling in a particular sector for ceremonial or strictly diplomatic purposes that are temporary in nature shall not be subject to the regulations of that sector concerning the possession of capital-class vessels, the armament of such vessels, etc. SECTION II. APPEAL OF SECTOR REGULATIONS
2.1. The Senate Defense Committee (or "Planetary Defense Committee," if amended) shall be the avenue of appeal of sector regulations on the possession of capital-class vessels, etc. and shall be empowered to issue exemptions to them on a case-by-case basis.
2.2. The Senate Commerce Committee shall be the avenue of appeal of sector regulations on the possession of prohibited cargoes and shall be empowered to issue exemptions to them on a case-by-case basis.
SECTION III. THE USE OF FORCE, CLARIFIED
3.1. The use of force for any purpose other than self defense or rendering assistance in the event of piracy shall require the consent of the Empire in accordance with the Intra-Imperial Relations Act, which is hereby amended to include not only "Imperial worlds" and "unions of worlds or persons" but also businesses and persons operating under the auspices of an Imperial world or union of worlds or persons.
3.2. A "Select Committee on the Use of Force" of the Imperial Ruling Council shall be responsible for consenting to the use of force by Imperial worlds or unions of worlds or persons under the conditions described in the Intra-Imperial Relations Act. The relevant sector Moff (or otherwise duly constituted Imperial authority of a sector) shall be responsible for consenting to the use of force, where appropriate, by businesses and persons under the auspices of an Imperial world or union of worlds or persons when the use of force occurs in the Moff's sector.
3.3. Unless stated otherwise, where the Empire (e.g. the "Select Committee on the Use of Force") has consented to the use of force in a particular sector, this shall be considered a tacit exemption to that sector's regulations on the possession and operation of capital-class vessels, the armament of such vessels, etc. for the express purpose of the specific use of force the Empire has consented to. SECTION IV. MISCELLANY
4.1. Clause 1, Clause 2, Clause 3, and Clause 7 of the Capital Vessels Act are hereby repealed.
4.2. Clause 1, Clause 3, Clause 9, Clause 10, and Clause 13 of the Capital Vessels Act II are hereby repealed.
4.3. The Self Defense Act is hereby amended to include the following text: "No limit of any kind shall be imposed on the number of static defense platforms to which an Imperial world or union of worlds or persons is permitted to operate within its space, Provided; these defense platforms do not represent a significant impediment to free commerce." Such platforms must also be registered and comply with regulations on crew safety, weapons proficiency, etc.
4.4. The Self Defense Act is hereby amended to include the following text: "The Imperial Bank shall insure private loans to "poor" worlds for the purpose of procuring arms, armor, vehicles, vessels, etc. adequate for self defense." This will guarantee the means of self defense are reasonably available to worlds that could not otherwise afford them without private banks (i.e. Bank of Ralltiir, etc.) assuming as much risk.
4.5. Senators representing Outer Rim sector capital worlds with populations of 22 billion or higher shall receive a 30% pay increase effective immediately.
4.6. The shell corporation "Imperial Surplus, Inc." is hereby established for the purpose of facilitating the sale of surplus Imperial ships and weapons between the Defense Committee (or "Planetary Defense Committee," if amended) and interested customers, and to decommission obsolete vessels. The Defense Committee shall have discretion over the appointment of directors to the board.
4.7. In the event of a tie vote on a Senate Committee, the Chair of the Committee shall be entitled to an additional "tie breaker" vote.
4.8. The Senate hereby endorses the return of the moon of Dxun to the governance of the planet Onderon at the earliest opportunity, and on terms agreeable to both the government of Onderon and to the Empire.
4.9. The Senate shall respect all planetary ordinances on the question of "pit racing," or any use of a planet's sanitation system for purposes of recreation or "sport" without the consent of the planet's government.
4.10. The Empire shall establish a permanent fund for the maintenance and renovation of the Anaxes Citadel. SECTION V. PARLIAMENTARY ARTICLES
5.1. Any provisions of prior acts of the Senate that contradict the provisions of this act shall henceforth be superseded by the provisions of this act.
5.2. No provisions of this bill are intended to preclude additional regulations duly imposed by the Senate or the Imperial Ruling Council on the possession of capital-class vessels or vessels of a naval persuasion, or on the armament of such vessels, etc. applying to one or more or to all Imperial sectors.

| I like it. Seems like this helps de-centralize power to Sectors and shares it among the members of the Empire. I will require some time to fully scrutinize the act before I am able to cast my vote. I note that Clause 1 is removed from the Capital Vessels Act, does Senator Cambrist feel it is appropriate that individuals own Capital Vessels. May I express that even on first reading that this is many times better an act than Zarcaine's Classification Act. And that Vjun is more likely to lend its support as a result.

| Say I wanted to take me world's vessels to an Outer Rim world and.. dally there against the will of the Sector Moff and Planetary Government, would this act stop that? Or if for the good of Anaxes' foreign policy we had to blockade or militarily intervene in a Sector, would it prevent us doing so if the Sector Moff and Government opposed it? And Mr Oriel may I say I am glad we agree on something, this is a much better written act than that of Senator Zarcaine.

| I do not, Senator Oriel. Indeed, Section 1.1C of this bill prohibits this without dispensation from the Empire. The problem I saw with Clause 1 of the Capital Vessels Act was that the term "private ownership" was broad enough it could potentially include private companies as well as individuals. This bill specifies individuals. And Senator Ordan, you'll be reassured to know that Section 3.2 of this bill does not require the consent of Sector Moffs or planetary governments, and indeed makes no changes to the current law (except as regards businesses and individuals, etc.)
I would also like to add I'm open to suggestion on amending the bill to the Senate's liking, but in turn I would humbly suggest to you the bill is not in much need of amending. I appreciate Senator Oriel's words to this effect.

| What of Sectors without a Sector Moff?
I would like to propose that in the event there is no Sector Moff or the Sector Moff is disinclined to investigate, then Capital Vessels Act shall apply (the clauses you mention repealed included) or in the event that the Moff has found guilty by any Imperial Committee or Court of any Act of Moral Turpitude, he shall not be eligible for making regulations on Capital Vessels.

| I would not be averse to a version of this. The bill does specify a Sector Moff "or the otherwise duly constituted Imperial authority of a sector," but it's worth noting that sectors with no Moff tend not to have much of an Imperial presence at all, or much of a resident population. The imposition of more laws in such a region without the means to enforce them could be problematic, but I would not be averse if there is support for the idea.

| Certain Sectors retain their Archaic Sector Governance and do not presently have a Moff, but I am sure they still have the means to enforce law.

| If they're so inclined, yes. But I wouldn't say "frontier justice" can be depended on to enforce Imperial laws in an equitable fashion. However, unlike Senator Zarcaine, I'm unwilling to cite this as a reason not to pass laws.

| I will be quite amenable to voting in favour of this act so long as we get the point regarding Sectors with no Moffs sorted out posthaste.
And I agree with you regarding Senator Zarcaine's dangerous and foolish "Anarchist" argument regarding legislating for the frontiers.

| Senator Tavira, I happen to believe, as do most people of Onderon, that Onderon's moon should be returned to its people. Since I assume you have no problem with this, your problem must be with me. I've not met you. We had one exchange in which I corrected an embarrassing error you made, and perhaps this is the cause of your animosity for me. Perhaps it's because I seem to be doing your job better than you. I don't know. But it's regrettable that you're willing to vote against your people's interests simply because of your apparent dislike of me. And while I, for one, do not presume to speak for all the people of Onderon, I can't imagine they would approve of this childish behavior in their Senator.
This is not an auspicious beginning to your career. And as for the accusation of "bribery," I can assure you, Senator, your vote isn't terribly important to me.
If the Senate would permit me, I would like to address the accusation of plagiarism that Senator Zarcaine has made against me (my proposal seeming to have incensed Senator Zarcaine as much, if not more so, than Senator Tavira). I would have him know this bill has existed in draft form since the debate over the Capital Vessels Act, a week or more before your bill was proposed. Senator Veritas and the other co-sponsors of the bill can confirm this. If Senator Zarcaine intends to accuse me of plagiarism I insist he point out what it is I'm supposed to have plagiarized from his (frankly awful) bill or I'll press charges in a court of law for slander. Or, I will be content to accept an apology.

| Senator Cambrist, if you would have taken the time to look into matters, beyond what your own colon looks like, then you'd have notice far sooner that the Empire is already returning the moon of Dxun to Onderon at the exchange of placing an Imperial base on the Moon. Onderon does not need the back of the Senate to accomplish something that the Empire has already started. The vote against will stand.
