According to the calculations of Commenor's Ministry of Defense, Commenor itself has over 3.5 million living, non-clone veterans of the Clone Wars, serving at all levels of the armed forces (Commenor defense forces all the way up to commissioned officers of the line, including one of the first captains of a commissioned star destroyer, Admiral Jan Dodonna). Of those, just under 450,000 (~) served in combat operations. Commenor's active servicemembers to reserves ratio was lower than some of the more outlying worlds due to its proximity to the more easily defensible core worlds. However, a rate of 20-25% of veterans across the board would seem to be a good initial guess of total veterans who saw combat. In Commenor's case, the rate is around 13%. Taking this group, about 6%, or 27,000 servicemembers, are estimated to be disabled and/or living at or below the poverty line.

Given the uncertainties of the numbers of disabled veterans, Commenor also moves to table this motion until a full economic assessment can be conducted to determine the financial burden on the Imperial treasury. I would gladly volunteer my expertise in financial/economic affairs to calculate a reasonable cost of this bill. My Ministry's own numbers could provide the basis for a model that could reasonably determine the number of disabled/poverty-stricken veterans across the entire Empire.

It seems there is growing support for the tabling of this measure, and study of it at a local level versus a Imperial level. I move to table this measure as well, so we may gain a better understanding of its financial impact.

I shall vote to table this measure also, as a viable number of Senators appear to be doing so. This is not to say that I oppose it, necessarily; only that it requires more study.

It appears that we have a tie, Senators, since the Dantooine delegation appears to have abstained. As it is my responsibility to break this tie, and as I will not have the chair be used for advocacy on so contentious an issue as this, I will also vote to table the measure for the time being. With that, the measure is tabled. The Ruling Council will study it and then refer it to the Finance Committee with its recommendations, and it is my hope that the Committee will re-introduce the final version before the end of this year's Senate session. I would also advise the Committee to make use of the expertise that Senator Entrente has offered to contribute to this endeavor. With that, Senators, the vote is closed.
