*he moves up to the center of the Senate chambers, holding up a holo-paper* According to the calculations of Commenor's Ministry of Defense, Commenor itself has over 3.5 million living, non-clone veterans of the Clone Wars, serving at all levels of the armed forces (Commenor defense forces all the way up to commissioned officers of the line, including one of the first captains of a commissioned star destroyer, Admiral Jan Dodonna). Of those, just under 450,000 (~) served in combat operations. Commenor's active servicemembers to reserves ratio was lower than some of the more outlying worlds due to its proximity to the more easily defensible core worlds. However, a rate of 20-25% of veterans across the board would seem to be a good initial guess of total veterans who saw combat. In Commenor's case, the rate is around 13%. Taking this group, about 6%, or 27,000 servicemembers, are estimated to be disabled and/or living at or below the poverty line.
Given the uncertainties of the numbers of disabled veterans, Commenor also moves to table this motion until a full economic assessment can be conducted to determine the financial burden on the Imperial treasury. I would gladly volunteer my expertise in financial/economic affairs to calculate a reasonable cost of this bill. My Ministry's own numbers could provide the basis for a model that could reasonably determine the number of disabled/poverty-stricken veterans across the entire Empire.
