Realities, senator, can change. We have a chance here to send a message affirming many of the core principals of both this body and of the empire. Part of the reason we saw the clone wars was because planets wanting to fight among themselves, to put economic interests above the common good. We come here to this very body to try and work together for a peaceful future to resolve our differences in negotiation rather than with a blaster. We have a chance, Senator Cambrist, with this bill to end many of this age old conflicts which wage on wasting both lives and valuable resources for no reason. It is why we are sent here senator, to represent our people and to help commit ourselves to the unity of this great empire.

This is not a drive to end all war, but a drive to end the senseless slaughter and conflicts which arise over petty reasons. Senator Cambrist you said in your example that Tatooine, a single world we all have reason to not know existed, were to banish Brentaal's goods and as such would be trying to wage an economic war upon your world. I will repeat that it is the right of every planetary government to ban goods from their worlds for various reasons. There is no law stating that worlds can not do such. Now while you may perceive it as an attack on the merchants of your world, would it in fact do much, if any, damage to them? To lose a single world in a galaxy composed of thousands? Surely your merchants could find some other desert rock on which to sell their goods.

War, senator, is never an easy resort and should never become one as you seem to wish it to become. With the passing of time senator, comes changes. Some can happen gradually, while others we must strive to make ourselves. To bring about improvements and innovations that will make the daily life of our citizenry better. An empire free of planets feeling the need to kill one another for instance would be quite the improvement.

You have said that this measure would cost the Empire valuable resources, but the truth of the matter is that the Empire will be made stronger by this piece of legislation. Without the bickering amongst ourselves we CAN focus on external conflicts rather than internal ones. Worlds that are truly loyal to the empire will follow the new law and thus Imperial intervention will not be necessary, those worlds who do not should be considered disloyal to his majesty and be dealt with accordingly.

I fear I may be becoming tiresome on this point, but with regard to the Tatooine example I am left with no choice but to repeat myself. "Of course," I said, "it has the right to commit that act, but it is still an act that would damage the lives and livelihoods of my people as surely as would a bomb or a blaster." In fact, Senator Star, you are making my point for me, for you are arguing for the right of a world to commit an act of war on another world, as Tatooine would be doing in this circumstance. I have made an observation that I think is a rather obvious one, that Brentaal may retaliate to acts of war. As I began this debate by saying, if Volus does not wish to retaliate to acts of war then it is certainly under no obligation to do so if it feels this would accomplish some abstract idea about "a peaceful future." I simply ask you do not make Brentaal vulnerable in the same way you wish Volus to be. Brentaal, for one, is a proud world. It is not meek and mild.

I will admit that I am making many arguments against your proposal without making positive arguments for ways that we can mitigate these planetary disputes, as we all would like to. For this reason, I will introduce in the coming hours, at the suggestion of Senator Ordan, a counter-proposal to regulate the conduct of Imperial worlds in conflict with one another, and to assert and clarify the rights of these worlds in these circumstances as well as the rights of the Empire. It is my hope that, upon reading it, you will better understand the objections I have to this measure and consider withdrawing it. For now though, Senator, you and I seem to be making no progress here.

Senator Star, I must agree with all of the points that the other senators have voiced. It seems that there is not really a very good way to enforce such a measure without a significant price.

Also, when you say that this could do good for the Imperial Treasury, I am not sure I see how, exactly. Sure, you may take 75% of a planets fleet and auction those items off to the highest bidder, but when that same planet is attacked and has no defense, would the Empire not have to turn around and spend more credits to help that very world?

My apologies senator, but I must also vote against this piece of legislation.
