A point of information. Is the Senator aware that this is not a productive use of the Senate's time, nor pertinent to the bill that is before us? I'm sure she is aware that this is, indeed, the Imperial Senate and that, thus, she is wasting His Majesty's time as well as ours. This does not reflect well on her or, more importantly, on the people of Volus. I do not feel that Senator Prosper would ever have so ill-served his people. Senator Prosper would also have been aware that under section 4.3 of the Senate rules, "the chair decides when a vote is officially closed, and may also decide to limit or forgo debate."

Mind you, Senator, unless you have questions for Mr. Oriel or amendments to suggest to him, I shall make the determination that you are deliberately wasting the Senate's time and shall invoke section 4.3. As for the proposal to consider this bill line-by-line, as it were, Senator Oriel is right that it is an option to be considered if the bill in its current form does not pass. If it does pass, you might also consider proposing the repeal of those articles that, apparently, you find objectionable.

A reminder though, to all Senators—it is common courtesy, both to the sponsor of a bill as well as to us all and to your people, to explain the reasoning for your vote. Simply voting for or against a measure without explanation is in poor taste, and it begs the possibility that you are voting for or against a measure for personal reasons or, worse, for financial or seditious reasons. I did not mention this when Senator Ray refused to explain what, we must agree, was sound criticism of his logic on the censure of Senator Crion, but it bears mentioning now. With that said, let us now continue and, hopefully, conclude this debate.

Having been delegated the Chair by Grand Vizier Pestage while he is in a meeting; I re-open this discussion and using the prerogative of the chair, choose to close this vote at this juncture. There is little constructive dialogue under way, while there appears to be an unsubtle event to filibuster this motion by time wasting from the opposition.

In favour are the following seven worlds.
Vjun
Druckenwell
Chandrila
Kaal
Naboo
Brentaal
Telos IV

Opposed to the motion are the following 6 worlds.
Aeeq
Garos
Imperial Center
Sluis van
Deralia
Volus

The motion passes with 53.8461538% of worlds in favour and 46.1538461% voting against.

The Oriel/Cambrist/Ryuun Capital Ships Act is passed by this Senate and its various regulations are now the law of the Galactic Empire.

Worlds are to be given one month to comply with these regulations. Any world which has taken no steps regarding converting aggressive vessels to defensive vessels in the next month will be liable to sanctions.
