Governor Oswaldt, You wouldn't be suggesting that we should allow for the mass dissemination of materials needed to clone individuals like the artificial wombs do you? Instead I believe the current levels of such devices should be maintained to prevent them from falling into the wrong hands.

If I may interrupt, Senator, that was the argument that I was making and I feel I should qualify it. Yes, artificial wombs should be disseminated as widely as possible. As I said, Naboo has long had programs to encourage this, as well as adoption, etc. But an artificial or "synthetic" womb isn't something you'll find in the pharmacy at a store. These exist only in laboratories at qualified universities and hospitals, and they require a depth of scientific and medical expertise to be able to use, for cloning or otherwise. The likelihood of these devices "getting into the wrong hands" is small enough that we shouldn't be preventing them from getting into the right hands because of it.

I remind the Senator that it takes massive infrastructure and expertise to clone individuals, especially to do so on a large scale, and that all of the planets in this galaxy that are capable of doing so are closely monitored by the Empire. Artificial wombs are not dangerous. And Governor Oswaldt, we simply disagree. Abortion is an option that must remain available in places where alternatives to abortion are not available. What's at stake here is the life of a child, and the quality of life of a child. That is something too precious to gamble on the assumption that alternative technologies will be be available eventually.

Hmm, interesting. The same old group, one which constantly and reliably opposes helpful measures and those the Empire deems helpful and beneficial to the population are yet again wetting their sleeves and resisting without logic. We are talking about life, and the preservation of it. Murder is murder... call it what ever you want. Senator Entrente is surprising, after throwing his name into the lot with the baby killers not a few moments ago on other legislation. Despite his apparent lack of thought elsewhere, I second his proposed amendment, and ask Governor Oswaldt adopt it into his legislation. In Favor.

The vote, as it stands, is tied. I vote against, and being as it is my responsibility to break this tie, the measure is thus defeated. I have sympathy for your proposal, Governor Oswaldt, but I feel more judicial study is necessary before it is made law. The enforcement of the measure, in particular, should be examined. I would ask, though, that you consider proposing it again once that study has been undertaken to the satisfaction of the courts and the Procurator of Justice.
