Continued from "Protests in Murmamn City"

King Mercutio liked to make an entrance. This much was apparent when a capital ship, roughly half a mile long, appeared over Baltimn. Neither the Neimoidians nor, surely, Baltimn would be likely to discern the make or model of the vessel, for only one was ever constructed—the Kor Vella-class battleship (now christened Epicurus). Corellia had built the ship, unsubtly, for the purpose of destroying the notorious, Neimoidian Kruus-class vessel, but the government of Corellia had changed and so had its priorities; militarism was rejected, and the Kor Vella-class ship was donated to Naboo and, since then, had been partially refitted as a medical cruiser. Indeed, its transponder and the red cross on its hull identified itself as one, even though it still boasted a formidable array of weapons. It also declared itself to belong to Naboo and to be carrying its head of state, and claimed diplomatic immunity on the grounds that Mercutio had been sent by Ponc Gavrisom to mediate the Baltimn crisis.

Naboo was presently in negotiations to sell the Epicurus to New Holstice, and this is where it had been located when it was ordered by King Mercutio to be supplied with food, water, medical supplies, tents, doctors, nurses and specialists, as well as 2,000 soldiers and police who had been marshalled from a number of New Republic worlds on the way to Baltimn and generously equipped, mostly by Druckenwell, as peacekeepers. The Epicurus had also picked up a number of reporters, the popular actress and peace activist Darby Willers and, more importantly, two squadrons of Cloakshapes belonging to Handooine, and a squadron of N1 starfighters from Naboo.

Once the ship had broadcast its appropriate identifications and its crew and cargo manifest to just about everyone it possibly could, it contacted the Neimoidians privately, requesting to know who was in command of the Neimoidian presence and if they knew the whereabouts of Mr. Stomwell, who the Epicurus had been told to expect in orbit above the planet. They would also request to be given a channel with which to contact Mr. Ulyanov.

the people on board the light corvette instructed the neimoidian officer that they would be out shortly. in the meantime, stomwell and the others were working to seal up rooms where the cash and other items were kept. stomwell was the first off the ship, leaving a security detail and most of the others behind.

"i request the use of your broadcast systems, if i may use it."

Vladamir requested in reply to the request for a channel to send three shuttles to Baltimn, one the park in Murmann City, one to the third largest city of Baltimn and one to a location in the country some distance outside a small village, essentially not wishing to be selectively targeted by any hit squad the Baltimn Military might have planned for when he went to orbit. If he had requested a channel, it could ultimately be traced, and he didn't fancy a missile coming down on his head.

In the absence of Government from the Stomwell Administration, Ministers for all the various departments of the State were installed who began to manage the planet. They attempted to get things back to business as usual, restoring water and food supplies where possible from the countryside, managing everything from a Cybersyn suite which allowed a functional (if primative) method for central economic administration.

Two days of public holidays were announced for all private industry (but not the Government) in order that the incoming administration might get its house in order, and that minimal major economic activity would happen until everything was fully restored to normal.

Many of the protestors not involved with the revolutionary movement returned home to their farms and cities with their new officials.

The Neimoidian Captain replied that Mr Stomwell was onboard in his corvette, which held aboard a vast amount of wealth, and was accordingly being held for its own protection (in this space so reputed for pirate activity), and also to prevent the people onboard deciding they could just flee to a rich and healthy life in Hutt space. Mr Stomwell would be allowed to leave if he wished, and offered a lighter to carry him across to the Naboo ship. He was offered to use his own pilots etc if he so wished, or allowed to use the vessels comms.

stomwell chose to remain aboard the neimoidian vessel for the time and use their communications to speak with the king of naboo. when the doors were all finally sealed up (with a little extra added), and the government and wealthy off the vessel, all that was left was the decent-sized security detail to make sure nobody boarded the vessel until everything was solved.

maximov had parked his vessel in the countryside. for a while now, he'd simply been monitoring transmissions and learning what he could of the new regime. to him, ulyanov seemed a reasonable man. regardless of whether or not ulyanov was removed, stomwell would never be allowed to return to baltimn in any official capacity.

however, maximov was impartial. ulyanov was not part of the balance. he and stomwell were both extremem opposites. stomwell was already removed. once ulyanov was gone, the true balance would be restored as to fill the gap, a truly neutral person would be there to govern the baltimnites.

The Captain of the Epicurus thanked the Neimoidians and expressed an interest in remaining in contact and sharing information in the coming days. Some moments later, they obliged Ulyanov's request and the revolutionary leader was shuttled to the Epicurus without incident, along with the decoys. He was greeted personally by Mercutio, who exchanged pleasantries with the man and, on the way to the communications suite, confided that he was personally sympathetic to the Labor Party's demands and even, possibly, its governance of Baltimn. He was careful not to say such things in the presence of Stomwell, however, who was also greeted pleasantly when he appeared on the screen on the connection the Neimoidians had provided him.

"Gentlemen," Mercutio said, "Let us agree on what must surely be a point of agreement between us all, that the loss of life, any life on Baltimn is regrettable. The reason I'm here is to help you to ensure what we all want; a government on Baltimn that will keep the planet intact and the people safe. If I may, I'd like to suggest what I assume is another point of agreement between you. Mr. Ulyanov, one of the demands of your protestors was that there shall be an election. Mr. Stomwell, as I understand it your government did indeed consent to this. Do we still agree?"

The King was starting fairly delicately. He hadn't been at Baltimn long but already he was fairly well apprised of the situation on the ground. The Baltimn Defense Force was still notionally loyal to Stomwell and his government. The police, fire, and most of the remaining civil service, while not necessarily loyal to Stomwell, were most certainly not loyal to Ulyanov. The revolutionaries would find their attempts to impose order far more difficult than they might have assumed; queries to the police, for instance, would go unanswered or, if answered, would be rather curt refusals to comply with despots who had roused protestors to kill their fellow officers. The Cybersyn system, also, would require a large amount of infrastructure to be installed, and understanding and familiarity of the system that would take on the order of weeks, if not months.

The majority of the people, while opposing Stomwell, had never supported Ulyanov and still didn't. Business on Baltimn was also very much against Ulyanov, and advocacy groups such as the Chamber of Commerce issued statements that they would not recognize his government or cooperate with it. Particularly frustrating to Ulyanov's efforts was the fact that Baltimn's government and bankers had evacuated much of the wealth into orbit in a cowardly fashion; wealth which businesses needed to make payroll, farmers needed to refinance their mortgages, etc.

Everyone knew the New Republic was up there—the Epicurus was visible with the naked eye, as was the Lucrehulk-class—and it was commonly known at this point that Ponc Gavrisom had sent Mercutio and his peacekeepers to negotiate a settlement and probably what the protestors had died for: an election. And so Baltimn waited. In the meantime, Mercutio had his people begin to make contact with unions, businesses, police, and Baltimn Defense Forces, and issued an order recalling the Patrol Boat and Customs Frigate that had fled. The transmission, in addition to the appropriate codes and identifications that would confirm it to be authentic, was simple: "Hostilities have ceased. Return to Baltimn at once. Your planet needs you." The ships hadn't been gone more than an hour, and couldn't have gotten far.

"that is correct, your highness. wehave indeed agreed to a fair election. at this time as well, our distinguished general karl preston, a veteran of the galactic civil war, i might add, ihas ordered the baltimn defense forces to stand down in their bases."

as stomwell hadn't been informed of a recall order to the patrol boat and the two squadrons of fighters, he would be unable to inform king mercutio that the vessels, in teir emergency plan of escape, were ordered to hold radio silence and respond to no orders outside of stomwell's or that of general preston.

The Saratoga-class Carrier Pride of Fondor dropped out of hyperspace over Baltimn. They, like the Naboo ship that came before them, openly broadcasted their information and manifest across all channels. They were here on the authority of the Parliament of the League of Tapani Freeworlds, to apply humanitarian aid and conduct peacekeeping operations. Immediatly, a squadron of T-Wing Interceptors were launched, which joined the patrol routes around the system broken up into two-craft teams. In addition to this, a squadron of BTL-S3 Y-Wing Starfighters also joined the patrol routes, only being made up of four craft flight groups. Immediatly, transports of varied models and sizes came pouring out of the ship, escorted by two squadrons of Razor-class Starfighters.

Outside Murmann City, a Field Hospital was set up where citizens could come to receive food, emergency supplies and non-serious medical treatment. Nearby, the one thousand soldiers of the Battalion sized unit dubbed Task Force Praetorian, consisting of Bravo Company 3rd Battalion Freeworlds Ranger Regiment, Alpha Company 2nd Battalion 22nd Infantry Regiment 1st Brigade Combat Team 10th Light Infantry Division, Delta Company 2nd Battalion 4th Infantry Regiment 4th Brigade Combat Team 10th Light Infantry Division, Alpha Company 2nd Battalion 1st Infantry Regiment 2nd Mobile Infantry Brigade Combat Team 2nd Infantry Division, C Squadron 1st Special Forces Operational Detachment-Delta, elements from the 160th Special Operations Aviation Regiment, and the 41st Rescue Squadron. A long list, and some of the best the Freeworlds had to offer, but they specialized in adaptability and complex operations, and in this case, also were able to work with any of the rural people on Baltimn that didn't, or refused to, speak Basic.

Medical teams from the Leiliana Andraste Field Hospital, the Freeworlds premier military medical center, were also on hand and manned the field hospital itself. They would be immediatly coordinated and brought into the command structure of the Naboo effort underway, helping them in establishing them as the leaders of the effort. Lieutenant Colonel Reville Chevalier was in charge of the operation, but even should he be of higher rank of whoever was running the Naboo mission, he would answer to them until told otherwise. He was quick about setting up, as he had aid teams headed into the city before the field hospital was even ready. As the surface forces landed, he had them deploying on patrols in the city, although this was currently limited to only the Military Police, which were moving about in Platoons, but deploying and patroling in squads. Engineers were also heading out, but merely working with the Naboo in restoring the infastructure of the city. One thing of note about the Freeworlds operation, was that they did not descriminate, revolutionary or loyalist, they treated all with a compassion, and would not refuse service to any.

Back in orbit, the Pride of Fondor would take position with the Epicurus, and serve as an serious medical care facility for the Freeworlds medical operations, as well as offer to take care of overflow from the Naboo should it be required. Transports would be busy buzzing back in forth between the surface and the carrier, while the Razors, now broken up into flight groups, patrolled their flight paths. Onboard, six Tandem X-Wings, four Recon X-Wings, two Titan Dropships, and eight Freerunners were on standby for additional use. It was now that a message would be sent to King Mercutio from Senator Crion, simply stating "Your Highness, I standby to offer my services as your advisor in this matter."

There was a knocking on the door to the communications suite, and it slid open a moment later to reveal one of Mercutio's aides requesting his attention. "Pardon me for a moment, gentlemen," he said, nodding to Ulyanov and, on the screen, to Stomwell before stepping out into the corridor and closing the door behind him. "What is it?" he asked the aide. He was informed, then, that the Tapanis had arrived and were deploying humanitarian aid. He was handed a datapad with a transmission on hold from Senator Crion who, apparently, had come personally. The King considered this for a brief, pensive moment, then tapped "Accept" on the datapad's screen. Crion's face appeared.

"Senator," Mercutio said with a formal nod and a less formal smile, "I'm glad to have your services and your expertise here. I'm in discussions with Mr. Ulyanov and Mr. Stomwell at the moment, so I'm afraid I must be brief. It's my understanding that you're carrying a considerable amount of supplies, as is the Epicurus. We've not deployed ours yet, however. It occurs to me that it would be useful to secure the cooperation of Mr. Ulyanov first, and some of the interests on Baltimn such as unions, police, etc. before we do so." He was too polite to say so, of course, but the implication was that the Tapanis should hold off on landing their forces also, for the time being. The use of the humanitarian and, if Gavrisom acted on his recommendations, financial assistance would be important in the discussions. Also, landing soldiers on Baltimn without either Stomwell's or Ulyanov's permission could scuttle the talks before they began.

"You have an open invitation to the Epicurus, of course," he said, "I'm looking forward to meeting you and exchanging information and advice. You are more knowledgeable about the recent crisis than I." He glanced at the chrono on the corner of his screen, then back to Crion. "I'm afraid I must be going, though. See you soon."

As soon as he was finished, he would hand the datapad back to his aide and told him to relay his concerns to the rest of the team so they would be on the same page. Then, he turned toward the door to the communications suite once more and held his breath, hoping that Stomwell and Ulyanov hadn't devolved into a shouting match in his absense. He entered. "I'm sorry for the interruption," he said, "Senator Crion has arrived from the Tapani Sector with more aid. He is a friend to you both, as I understand it. But where were we? Oh, yes. Mr. Ulyanov, you agree surely that there must be an election on Baltimn as soon as possible?"

There had been no response yet from Baltimn's patrol boat and fighter escort, it occurred to Mercutio. He reminded himself to raise the matter with Stomwell when the opportunity presented itself.

After receiving a message from the King, Crion corrected some of their actions. As the Freeworlds forces had landed outside the city, not within, he didn't see too much of an issue, and unfortunately, their quickness and ambitious action was unable to be halted. However, the units that were bound into the city, and any that had arrived, were immediatly withdrawn. They would remain idle, merely setting up their camps, until given an order otherwise. Colonel Chevalier didn't like it, but he knew this was a multilateral mission that they were not in charge of and thus complied with the Premier's orders. They would be ready, however, to get into gear the moment the word was given.

A shuttle would then deploy from the Pride of Fondor and quickly arrive on the Epicurus, where Senator Crion would then be guided quickly into the room where Mercutio and Ulyanov were. He walked in, and gave a bow. "Apologies for the interruption, and my men's quick action. They are eager to help. We have landed some forces to render aid, merely a task force slightly larger than a Battalion. However, they are on the edge of Murmann City, and will remain undeployed into the city until we are given the go ahead order. I apologize if this is an inconvenience. I hope this doesn't cause an issue, Mister Ulyanov?" he said, to the man he had quietly supported through this ordeal. He proceeded to take a seat.

"perhaps, senator crion, you should be asking both mr. ulyanov and myself whether or not deployment of troops is a good idea just yet. while mr. ulyanov is in a proverbial position of power, he is lacking a few items that make it fully capable to run anything."

He nodded to the image of Stomwell. "Ambassador Stomwell, I did not mean to offend. I merely assumed that you and the Loyalists,would have no problem with Freeworlds forces, I apoligize for that. Let me rephrase... Mister Ulyanov, Ambassador Stomwell... will there be an issue with the deployment of Freeworlds forces on your world for peacekeeping and humanitarian aid operations? Let me state clearly now, we will not favor either side, and those standing on both sides will be welcome to come to us, and anyone causing in problems in that system will be dealt with." he said, attempting to get over a small, unintentional slight to Stomwell.

"i suppose landing a small amount of soldiers is ok, providing they help with the city issues and render aid to the injured. the more important issue though is the matter of these elections. we need to make sure they occur soon and that they are balanced and proper."

Ulyanov had been listening, calculating his response as the talk went back and forth between the two parties

"The Capitalist troops you wish to deploy to Baltimn will not be permitted to land on our soil, it would be against the spirit of the revolution to allow another foreign oppressor to be able to "keep the peace", my party is more than capable of keeping the peace alone and does not require of want the assistance of offworlders."

"As for elections, they will be held, but they will be held in due time and when important electoral reforms have been instituted, notably a reform of election financing to prevent companies and private interests funding political parties, and of course a bloc vote for trade unions.

A root and branch reform of the whole system is to be instituted in order that the old conventions which caused so much strife can be brought to an end. Specifically we intend to abolish the aristocracy, and re-allocate certain property, within a week we intend to issue a new constitution for Baltimn and within the same document a timescale for elections will be laid out. Equally we feel no election can be held before the present administration can be tried for their crimes against the people of Baltimn in a Peoples Court. So while my party will commit to an election, we will not commit to one immediately, and until reforms are instituted."
