| While many Senators were on vacation, the Commerce Committee remained in session to study last year's legislation, drafting cost-saving amendments that reduce bureaucracy and legislative redundancy and re-focus our priorities for this year. The following is the package of amendments the Committee has approved of, to clean up last year's legislation and tie up any loose ends as we begin a the new session. Naturally, I vote in favor. Section I. Cost-Saving Amendments
1.1. Sections I, II, IV, and VII of the "Balanced Budget Act" are hereby repealed.
1.2. "0.005%" is hereby amended to "0.0025%" in the "Veteran's Act."
1.3. Any and all Imperial funding to Dantooine as a result of the "Dantooine Modernization Request" is hereby discontinued.
1.4. The Senate must vote to renew any additional Imperial relief aid to the planet Chad at the start of the current session. Section II. Streamlining Bureaucracy
2.1. The Imperial Loyalist Committee shall be disbanded and any current business of the Committee folded into the Internal Activities Committee to reduce bureaucratic redundancy.
2.2. Section II of the "Starport Visa Act" is amended to include the following language: "Participation in the database is not required, but additional reductions from a planet's annual tax requirement (to be determined) shall be applied to those worlds that do."
2.3. Not all protections in the "Prisoners of War (Planetary) Work and Welfare Act" and the "Prisoners of War (Planetary) Act" shall be held to apply to non-Human combatants. Planetary courts shall interpret which protections apply to non-Human combatants and which do not.
2.4. Section IV of the "Restriction of Aggressive Military Forces (Planetary) Act" is hereby amended to omit the phrase "if a state of emergency is declared." Section III. Miscellaneous Amendments
3.1. The Senate commends Druckenwell for its free trade and business-friendly policies and the resulting increase in profits in the Doldur Sector.
3.2. Article 6 of the "Robert North Education Reform Bill" shall be amended to replace the term "Crin Star Academy for Higher Education" with "North Academy for Higher Education."
3.3. The "Ordan-North Cronese Mandate Blockade Motion" is hereby repealed.
3.4. The term "eleemosynary" is hereby amended to "humanitarian" in the "Protection of Eleemosynary Vessels and Personnel Act."

| The original author of the "Prisoners of War (Planetary) Work and Welfare Act" made it clear at the time that the act does apply to non-Humans. An amendment to shorten and simplify the name of the act is badly needed, that's for sure. But I don't support this amendment to the original intent of the author for no apparent reason other than species bias. The same might be true for the bill I'll just refer to as the Eleemosynary Act, though I don't speak for Senator Aurelia on this.
Though I don't like seeing the late Senator Entrente's signature piece of legislation dismembered, I find myself in support of the rest of this package. I was elected to cut costs and eliminate bureaucracy, but I won't vote to do so at the expense of non-Human species. I see no reason to deprive them of rights that have already been established in law, and which I myself enjoy.

| The original author is no longer here, but this doesn't matter—the law, once it is law, belongs to the people and is no longer the "property" of its author. It is subject to revision, and a revision is needed here; venerable worlds have expressed discomfort with this act's standards of treatment for non-Human species, and the amendment is intended to accommodate them. I challenge the Senator of Ralltiir to get a package of amendments through a committee without having to accommodate a few parochial interests on the way.

| I'm afraid I can not support the change to the Protection of Eleemosynary Vessels and Personnel Act, Senator Cambrist, as certain Senators made the point abundantly clear on the proper, appropriate naming of the bill; otherwise, I would be capable of voting in-favor of this bill.

| I agree with the Senators from Ralltiir and Deralia. It's one thing to be anti-alien in principle, but quite another to do so in practice. This is plain discrimination, and it's unacceptable to say to any species that they won't be entitled tomorrow to the rights they're entitled to today. The prisoners of war acts were specifically meant to include non-Human species—this is what the Senate voted for, and now it's expected to vote for the opposite because a handful of Senators are prejudiced? Where people's rights and people's preferences are in conflict with one another, we should always uphold people's rights. | Senator Aurelius, you will support the bill if Section 3, Article 4 is removed? If so, I will compromise on this so that the rest of the bill, which steamlines bureaucracy and cuts taxes yet saves the Empire money, is not compromised.

| I see no real argument, aside from allowing planetary courts to deal with non-human prisoners of war on a case-by-case basis. This could allow for favoritism to some species and not to others. If non-humans are to have different rules applied to them, then let it be applied across the board. If this can be rectified, I will vote in favor. Until then, Lorrd is neutral.

| If there are no additional votes, and taking into consideration the amendment that's been made to the measure, it passes with 75% in favor and 25% opposed. I commend the Commerce Committee on its work, which continued despite even the droid uprising on Imperial Center.
